FOR THE COUNCIL MEETING OF JANUARY 16, 2024
COUNCIL AGENDA REPORT
TO: City Council
FROM: Interim City Manager Alex Posada
BY: Director of Public Works Brett Fulgoni
SUBJECT: Adoption of a Resolution Establishing No Parking Zones on Bluebird Street
Description:
The City Council will consider approving the establishment of No Parking Zones on Bluebird Street to improve safety for drivers, as well as reduce vandalism and littering associated with vehicles that park on Bluebird Street
Environmental Notice: Environmental Notice: The activity is not a “Project” as defined under Section 15378 of the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15060(c)(3) no environmental review is required.
RECOMMENDATION:
Adopt a Resolution establishing No Parking Zones on the northerly and southerly way of Bluebird Street , beginning at the northeast intersection of School Street and Bluebird Street to the northerly boundary of the Driftwood Gardens Neighborhood and east of the centerline of School Street continuing east , then continuing south to the northerly boundary of the Driftwood Gardens Neighborhood.
BACKGROUND:
Multiple residents from the Driftwood Gardens Neighborhood requested th e establishment of a No Parking Zones on Bluebird Street between the northerly boundary of the Driftwood Gardens Neighborhood and School Street. The request is in response to an increase in vandalism and littering associated with vehicles that park on Blue bird Street. Additionally, the request is also due to safety issues that arise when oversized vehicles park on Bluebird Street and narrow the available travel lane, creating a dangerous situation for drivers.
DISCUSSION:
Per City Council Resolution No. 2 061 and CAM 63-15, a Traffic Committee was formed to “be responsible for the review, approval or denial, and recommendations to City Council on all matters and requests relating to traffic circulation and safety within the public right -of-way”. The Traffic Committee has reviewed the request for No Parking 2 Zones and recommends their establishment. The City Council has the authority to locate, establish, or eliminate No Parking Zones within the City.
The No Parking Zones recommended to be established is described as follows:
1. Bluebird Street, along the northerly right of way, beginning at the northeast intersection of School Street and Bluebird Street and extending 450 feet east then continuing south for 300 feet to the northerly boundary of the Driftwood Gardens Neighborhood.
2. Bluebird Street, along the southerly right of way, beginning at a point 60 feet east of the centerline of School Street continuing east for a length of 400 feet then continuing south for 260 feet to the northerly boundary of the Driftwood Gardens Neighborhood.
Alternative
The alternative to the recommended action would be to not approve the establishment of the No Parking Zones.
Fiscal Considerations
Establishing the No Parking Zone will require labor and materials to erect poles and mount signs. The posts and signs will need long-term maintenance as the signs fade, vehicular collisions, or vandalism occurs. Staff estimates it will cost the City $5,000 to install the signs. Account number 068-011-047-52-01 Alternative Transportation Enhancement will be used to cover these costs.
Impact to the Community
There are no anticipated impacts to the nearby commercial/industrial businesses as they have adequate onsite parking. The observed vehicles will no longer be allowed to park long-term.
