FOR THE COUNCIL MEETING OF JANUARY 16, 2024

COUNCIL AGENDA REPORT

TO: City Council

FROM: Interim City Manager Alex Posada

BY: Director of Public Works Brett Fulgoni

SUBJECT: Adoption of a Resolution Establishing a No Stopping Zone on Concepcion Avenue

Description:

The City Council will consider approving the establishment of No Stopping Zone on Concepcion Avenue to improve safety for drivers.

Environmental Notice: The activity is not a “Project” as defined under Section 15378 of the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15060(c)(3) no environmental review is required.

RECOMMENDATION:

Adopt a Resolution establishing a No Stopping Zone on Concepcion Avenue , along the easterly curb face, beginning at the northeasterly intersection of Concepcion Avenue and Main Street continuing north for a length of 15 linear feet.

BACKGROUND:

Santa Maria resident, Mr. Jack Owen, requested staff review the intersection of Main Street and Concepcion Avenue for safety improvements because driver ’s line of sight is obstructed by vehicles parked too close to the intersection. Mr. Owen noted several near- misses that have occurred to him and others while turning from westbound Main Street onto Concepcion Avenue.

DISCUSSION:

Staff brought this request to the Traffic Committee. Per City Council Resolution No. 2061 and CAM 63 -15, a Traffic Committee was formed to “be responsible for the review, approval or denial, and recommendations to Cit y Council on all matters and requests relating to traffic circulation and safety within the public right -of-way”. The Traffic Committee has reviewed the request for establishing the No Stopping Zone and recommends its establishment. The City Council has the authority to locate, establish, or eliminate No Stopping Zones within the City.

The No Stopping Zone recommended to be established is described as follows:

2 1. Concepcion Avenue, along the easterly curb face, beginning at the northeasterly intersection of Concepcion Avenue and Main Street continuing north for a length of 15 linear feet.

Alternative(s)
The alternative to the recommended action would be to not approve the establishment of the No Stopping Zone.

Fiscal Considerations
Establishing the No Stopping Zone will require labor and materials to paint the curb red.

The painted curb will need to be maintained in the future as the paint fades. Staff estimates it will cost the City $1,050 to install the red curb. Account number 068-011-047- 52-01 Alternative Transportation Enhancement will be used to cover these costs.

Impact to the Community
Approximately one parking space will be removed to prevent vehicles from obstructing a driver’s line of sight when turning onto Concepcion Avenue. Residents of the neighborhood and employees of the adjacent businesses will still have adequate parking on Concepcion Avenue.
