BACKGROUND:
Santa Maria Joint Union High School Transportation Manager, Mr. Jerry Sitton, requested staff review the portion of West Morrison Avenue between South Pine Street and South Lincoln Street for a No Stopping Zone. Mr. Sitton’s request is based on improving b oth line of sight and school bus loading and unloading operations at Santa Maria High School.
DISCUSSION:
Staff brought this request to the Traffic Committee. Per City Council Resolution No. 2061 and CAM 63 -15, a Traffic Committee was formed to “be respo nsible for the review, approval or denial, and recommendations to City Council on all matters and requests relating to traffic circulation and safety within the public right -of-way”. The Traffic Committee has reviewed and approved the request for establishing a No Stopping Zones to improve both line of sight and school bus loading and unloading operations. The City Council has the authority to locate, establish, or eliminate No Stopping Zones within the City.
2 The No Stopping Zones recommended to be established is described as follows:
1. West Morrison Avenue, along the southerly curb face, beginning at the westerly curb return of the western driveway continuing west for a length of 20 linear feet.
2. West Morrison Avenue, along the southerly curb face, beginning at the easterly curb return of the western driveway continuing east for a length of 289 linear feet.
3. West Morrison Avenue, along the southerly curb face, beginning at the easterly curb return of the eastern driveway continuing east for a length of 20 linear feet.
Alternative
The alternative to the recommended action would be to not approve the establishment of the No Stopping Zones
Environmental Review
Delete if no additional details are necessary or provide additional details here for a CEQA Project.
Fiscal Considerations
Establishing the No Stopping Zones will require labor and materials to paint the curb red.
The painted curb will need to be maintained in the future as the paint fades. Staff estimates it will cost the City $3,000 to install the red curb. Account number 068-011-047- 52-01 Alternative Transportation Enhancement will be used to cover these costs.
Impact to the Community
Approximately 16 additional parking spaces will be removed to prevent vehicles from obstructing school bus operations and line of sight. Residents of the neighborhood and employees of the adjacent businesses will still have adequate parking in the vicinity of the proposed No Stopping Zones.
