RESOLUTION NO. 2024-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA
MARIA, CALIFORNIA, APPROVING PLANNED DEVELOPMENT
PERMIT FOR A MINI-WAREHOUSE FACILITY WITHIN A PD/M-
1/PF-A (PLANNED DEVELOPMENT/LIGHT
MANUFACTURING/PUBLIC FACILITIES) ZONE DISTRICT OF
THE SANTA MARIA AIRPORT BUSINESS PARK SPECIFIC PLAN,
LOCATED AT THE NORTHWEST CORNER OF ORCUTT
EXPRESSWAY (HIGHWAY 135) AND UNION VALLEY PARKWAY
(PD2022-0017).
WHEREAS, the applicant, G3, LLC , initiated a Planned Development Permit application for a mini -warehouse development within the Santa Maria Airport Business Park Specific Plan’s (the “Specific Plan”) PD/LI/PF-A zone, herein refe rred to as the Project; and
WHEREAS, the Planning Commission of the City of Santa Maria held a duly noticed public meeting on December 6, 2023, to review the Planned Development Permit; and
WHEREAS, on December 6, 2023, with a 3-0-2-0 vote, the Planning Commission made its recommendation by motion that the City Council approve the proposed Planned Development permit as conditioned; and
WHEREAS, a duly noticed public hearing was held on the Planned Development Permit by the Santa Maria City Council on January 16, 2024; and WHEREAS, the Santa Maria City Council made no modification of the proposed Planned Development Permit which had been previously considered by the Planning Commission; and
WHEREAS, the City Council of the City of Santa Maria has reviewed the mini- warehouse Planned Development Permit project in accordance with the application submitted and hereby makes the required findings in accordance with Section 12-35.203 of the Municipal Code, including the following:
A. That the project meets the vision, intent, and requirements of the Santa Maria Airport Business Park Specific Plan and the General Plan because the use is one of the uses anticipated for the PD/M -1/PF-A zone of the Specific Plan and designed to conform to the Specific Plan policies and standards;
B. That the site for the proposed use is adequate in size and topography to accommodate the use, and all yards, spaces, walls and fences, parking, loading and landscaping are adequate to properly adapt such use with the land and uses in the vicinity, as the project site is approximately five acres of the total 8.4 acres of the PD/M-1/PF-A designated property, leaving approximately 3.4 acres of site for future development;
C. That the site for the proposed use relates to streets and highways adequate in width and pavement type to carry the quantity and kind of traffic generated by the proposed use, because the project site is within the area of the adopted Santa Maria Airport Business Park Specific Plan, and accesses Foxenwood Lane which will provide for the integration into the infrastructure, circulation, and service network of the City to ensure this project site and the surrounding area have adequate traffic circulation;
D. That the proposed use will have no adverse effect upon abutting properties, as the project site and adjacent sites are vacant parcels, and the five -acre project site is adequately sized to accommodate the proposed use. The proposed landscaping and site improvements are sited and designed to adequately adapt th e project to the surrounding land uses, and the project is designed to conform with the policies and development standards of the Santa Maria Airport Business Park Specific Plan;
E. That the establishment, maintenance and/or conducting of the use for which t he planned development review is sought will not, under the circumstances of the particular case, be detrimental to the health, safety, morals, or welfare of persons residing or working in the neighborhood of such use and will not, under the circumstances of the particular case, be detrimental to the public welfare, injurious to property or improvements in the neighborhood, because the project is a low intensity mini-warehouse use designed to be compatible with existing and future adjacent land uses through conformance with the policies and development standards of the Specific Plan. The proposed use is not inconsistent with the character of the neighborhood or contrary to its orderly development, because the mini-warehouse use is a use identified for the PD/M-1/PF-A zone of the project site and is designed to conform with the Specific Plan development and design standards;
F. That the conditions stated in the decision are necessary to protect the public health, safety and general welfare;
G. The proposed modification to reduce the amount of required parking for the storage units FROM 1 space for every 10 storage units (71 parking spaces required) TO 1 space for every 15 storage units (47 parking spaces required) is justified by the analysis using the Institute of Traffic Engineers trip generation rates for the mini-storage use, and the project is otherwise consistent with the General Plan, Municipal Code and Specific Plan;
H. The project includes superior design elements, including varying wall planes and roof heights, tower like elements, decorative fencing, stone wainscot, perimeter landscape, that together mitigate or compensate for any potential impact of the proposed modification(s) on the surrounding area;
I. The proposed modification(s) are essential to the design of the project as the reduced parking requirement reduces the amount of paved area, providing a better balance of building to paved site;
J. The proposed modification(s) have been minimized to the maximum extent possible consistent with Subsections (a) through (c) of Section 12 -35.203 of the Municipal Code, as the requested ratio of one parking space for every 15 storage units is not nearly as low of a parking ratio that could be argued by the results of the parking analysis, but wil l still provide adequate parking for storage unit customers; and
K. A Supplemental Environmental Impact Report (SEIR) had been certified for the 2021 Specific Plan amendment, as a supplement to the Programmatic EIR (State Clearinghouse [SCH] No. 2005051172) certified by the City in June 2007 for the Santa Maria Airport Business Park Specific Plan. Considering the adequacy of the previously adopted SEIR, staff has concluded that in accordance with the provisions of CEQA section 15162:
There are no substantial changes which have occurred in respect to the circumstances under which the project will be undertaken. There is no new information regarding potential significant effects that have come to light in the review of the proposed project; and The project does not involve any new significant environmental effects not otherwise addressed in the previously adopted SEIR and mitigation monitoring program.
Therefore, the project was adequately covered in the previously adopted Supplemental Environmental Impact Report (SCH# 202007005) and no further environmental review is necessary.
