RECOMMENDATION:
Adopt a Resolution approving an Amendment to the Agreement for Professional Services with 2 Mexicans , LLC dba 2M Waste Solutions to extend the term by three years and allow up to another $250,000 to be spent on debris removal services over the extension of the contract.
BACKGROUND:
In October 2022 the City issued a Request for Proposal (RFP) for debris removal services in response to the constant need to pick up and dispose of abandoned debris from encampments of unhoused individuals. Only one proposal w as received in response to the RFP. On January 17, 2023, the City Council approved a Resolution to grant a contract to 2 Mexicans, LLC dba 2M Waste Solutions (2M Waste Solutions), the lone responder, for debris removal services. The agreement was for one y ear with the ability to extend, not more than four years, by mutual consent of the parties.
DISCUSSION:
To ensure quality of life for the residents of Santa Maria, abandoned debris accumulating on City property, public property, and in City drainage facilities requires removal. Over the last eight months, City staff have been scheduling 2M Waste Solution s to pick up and dispose of abandoned debris from around the City weekly. Abandoned debris is continuously being spotted along the railroad and on Broadwa y resulting in a disproportional effort of cleanups being focused in those areas.
2 Fiscal Considerations
During the initial term of the contract, the City utilized approximately $162,000 in debris removal services using American Rescue Plan Act (ARPA) Funds. City staff is now requesting an additional $250,000 be authorized to pay for additional debris removal cleanup over the next three years , with a portion of the authorization originating f rom ARPA funds.
Impact to the Community
Removing debris from City property, City drainage facilities, and public property regularly assists in keeping the community clean and safe for residents. Additionally, it allows City staff to provide valuable services to the community while addressing the impacts of the unhoused on the community.
