COUNCIL AGENDA REPORT

TO: City Council

FROM: Interim City Manager Alex Posada

BY: Director of Public Works Brett Fulgoni

SUBJECT: Adoption of a Resolution Awarding Bid No. 2023 -23 to G. Sosa Construction Inc. for Phase II of The Veterans Memorial Park Improvements Project

Description:

The City Council will consider approving the Award of Bid for the construction of Phase II of the Veterans Memorial Park Improvements Project, Bid No. 2023 -23 to G. Sosa Construction, Inc. in the amount of $727,284.26. The scope of work for Phase II includes grading, landscaping, electrical improvements, pedestrian pathways, and playground installation.

Environmental Notice: The Project qualifies for a Class 1 Categorical Exemption pursuant to Section 15301 – Existing facilities (operation, repair, maintenance, leasing, etc.) of the California Environmental Quality Act State Guidelines because the scope of work to be conducted is an existing public facility with negligible expansion of the existing uses.

RECOMMENDATION:

Adopt a Resolution awarding a bid to G. Sosa Construction, Inc., in the amount of $727,284.26, for the construction of Phase II of the Veterans Memorial Park Improvements Project, Bid No. 2023-23.

BACKGROUND:

Under the direction of the City of Santa Maria Recreation and Parks Department, the project was designed by Baxter Miller Landscape Architects and Bethel Engineering.

Phase I of the project included the construction of a pedestrian plaza on North Pine Street, in front of the Veterans Memorial Center, between El Camino Street and West Tunnell Street. The scope of work for Phase II includes grading, landscaping, electrical improvements, pedestrian pathways, and playground installation.

DISCUSSION:

The project was extensively advertised for bids. The City received four bids, which were publicly opened on January 18, 2024, via Planet Bids. A summary of the bids submitted is as follows:

2 Bidder Bid Amount
G. Sosa Construction, Inc. $788,284.26
V. Lopez Jr. & Sons, G.E.C., Inc. $802,904.25
RDZ Contractors, Inc. $884,499.00
Quincon, Inc. $1,006,096.10

A detailed tabulation of the bids received is attached (Attachment A). Signed proposals and bid bond forms are available for viewing in the office of Public Works Engineering located at 110 S. Pine Street, Suite 221, Santa Maria, CA 93458.

The lowest responsive, responsible bid was submitted by G. Sosa Construction, Inc., in the amount of $788,436.26, which included one bid alternate a half -basketball court proposed on the north side of the park. The Recreation and Parks Department has opted not to award the half -basketball court bid alternate, therefore the contract amount to be awarded will be in the amount of $727,284.26.

G. Sosa Construction, Inc., from Nipomo , has performed and successfully completed similar work for many cities throughout Southern California and on the Central Coast. In addition, they have submitted references for their work history. City staff has checked the firm’s references and are comfortable with the ability of the contractor to perform the work successfully.

The recommended action is to award the bid to G. Sosa Construction, Inc., in the amount of $727,284.26.

Alternative(s)
The alternative to the recommended action would be to reject all bids.
