Adopt a Resolution awarding a bid to the J.F. Will Company, Inc., in the amount of $2,264,728, for the construction of the Battles Road Green Corridor and Beautification Project, Bid No. 2024-01.
BACKGROUND:
Under the direction of the City of Santa Maria Recreation and Parks Department, the project was designed by RRM Design Group. The scope of work for Phase II includes grading, landscaping, accessibility improvements, and improvements to the multi - purpose trail.
DISCUSSION:
The project was extensively advertised for bids. The City received one bid, which were publicly opened on February 22, 2024, via Planet Bids. A summary of the bids submitted are as follows:
Bidder Bid Amount
J.F. Will Company, Inc. $4,158,338.00
2 A detailed tabulation of the bids received is attached (Attachment A). Signed proposals and bid bond forms are available for viewing in the office of the Public Works Director, 110 S. Pine Street, Suite 221, Santa Maria, CA 93458.
The lowest responsive, responsible bid was submitted by J.F. Will Company, Inc., in the amount of $4,158,338.00, which included several deductive alternates. The Recreation and Parks Department has opted to award the base bid deducting deductive alternate A and B, which included omitted construction on the lower (southern) half along the multi - purpose trail and omitting the planting and irrigation improvements, respectively; therefore, the contract amount to be awarded will be in the amount of $2,264,728.
The J.F. Will Company, Inc., from Santa Maria has performed and successfully completed similar work for many cities throughout Southern California and on the Central Coast. In addition, they have submitted references for their work history. City staff has checked the firm’s references and are comfortable with the ability of the contractor to perform the work successfully.
The recommended action is to award the bid to the J.F. Will Company, Inc., in the amount of $2,264,728.
Alternative(s)
The alternative to the recommended action would be to reject all bids.
