SUBJECT: Award of Bid for the Minami Center Re-Roofing Project, Bid No. 2023- 21 Description:
The City Council will consider approving the Award of Bid for the construction of the Minami Center Re-Roofing Project, Bid No. 2023-21 to Best Contracting Services, Inc. in the amount of $398,872. The scope of work includes removal, disposal, and replacement of existing roof; removal and replacement of metal flashing, roof gutters, and downspout; repair of deteriorated roof decking; evaluation of the existing vent system and installation of additional roof vents, if necessary; and all miscellaneous work for a complete installation of the new roof.
Environmental Notice: The Project qualifies for a Class 1 Categorical Exemption pursuant to Section 15301 – Existing facilities (operation, repair, maintenance, leasing, etc.) of the California Environmental Quality Act State Guidelines because the scope of work to be conducted is an existing public facility with negligible expansion of the existing uses.
RECOMMENDATION:
Adopt a Resolution awarding a bid to Best Contracting Servic es, Inc., in the amount of $398,872, for the construction of the Minami Center Re -Roofing Project, Bid No. 2023 -
21. BACKGROUND:
Replacement of the existing roof was identified as a necessity in the current budget due to the existing leaks. The City of Santa Maria Public Works Department – Engineering Division prepared the scope of work and specifications for the project.
DISCUSSION:
The project was extensively advertised for bids (Attachment C). Five addenda were issued. Addendum No. 2 revised the original bid date to January 11, 2024, to February 1, 2024. The City received one bid, which was publicly opened on February 1, 2024, via Planet Bids. A summary is provided below:

A detailed tabulation of the bids received is attached (Attachment A). Signed proposals and bid bond forms are available for viewing in the office of the Public Works Director, 110 S. Pine Street, Suite 221, Santa Maria, CA 93458.
The lowest responsive, responsible bid was submitted by Best Contracting Services, Inc., in the amount of $398,872.
Best Contracting Services, Inc, from Gardena, CA has performed and successfully completed similar work for many cities throughout Southern California and on the Central Coast. In addition, they have submitted references for their work history. City staff has checked the firm’s references and are comfortable with the ability of the contractor to perform the work successfully.
The recommended action is to award the bid to Best Contracting Services, Inc., in the amount of $398,872.
Alternative
The alternative to the recommended action would be to reject all bids.
Fiscal Considerations
Sufficient funds for this project have been budgeted in the FY 2023/2024 budget.

Impact to the Community
The existing roof requires replacement. The community will benefit from the new roof by increasing the availability of the facility and reducing the number the days the facility is unavailable due to roof leaks.
