FOR THE COUNCIL MEETING OF MARCH 5, 2024

COUNCIL AGENDA REPORT

TO: City Council

FROM: Interim City Manager Alex Posada

BY: Director of Public Works Brett Fulgoni

SUBJECT: Establishment of a No Stopping Zone on Southside Parkway

Description:

The City Council will consider approving the establishment of a No Stopping Zone on Southside Parkway adjacent to the Fletcher Park Driveway to improve safety for vehicles exiting the parking lot.

Environmental Notice: The activity is not a “Project” as defined under Section 15378 of the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15060(c)(3) no environmental review is required.

RECOMMENDATION:

Adopt a Resolution to establish a No Stopping Zo ne on Southside Parkway, along the southerly curb face, beginning at the westerly curb return of the Fletcher Park Driveway continuing west for a length of five linear feet, and beginning at the easterly curb return of the Fletcher Park Driveway continuing east for a length of five linear feet.

BACKGROUND:

The City of Santa Maria Recreation & Parks staff is seeking to implement a No Stopping Zone alongside the driveway at Fletcher Park. This request stems from issues with vehicles parked near the driveway, which hinders the operation of the existing swing gates. The goal is to improve safety and accessibility for park users.

DISCUSSION:

Per City Council Resolution No. 2061 and CAM 63 -15, a Traffic Committee was formed to “be responsible for the review, approval or denial, and recommendations to City Council on all matters and requests relating to t raffic circulation and safety within the public right-of-way”. The Traffic Committee has reviewed the request for No Stopping Zones and recommends their establishment. The City Council has the authority to locate, establish, or eliminate No Stopping Zones within the City.

2 The No Stopping Zones recommended to be established is described as follows:

1. Southside Parkway, along the southerly curb face, beginning at the westerly curb return of the Fletcher Park Driveway continuing west for a length of 5 linear feet.

2. Southside Parkway, along the southerly curb face, beginning at the easterly curb return of the Fletcher Park Driveway continuing east for a length of 5 linear feet.

Alternative
The alternative to the recommended action would be to not approve the establishment of the No Stopping Zones.

Fiscal Considerations
Establishing the No Stopping Zone will require labor and materials to paint the curb red.

The painted curb will need to be maintained in the future as the paint fades. Staff estimates it will cost the City $300 to install the red curb. The Alternative Transportation Enhancement expenditure account will be used to cover these costs.

Impact to the Community
Approximately two additional parking spaces ( one per segment of red curb) will be removed to prevent vehicles from conflicting with the swinging gates.
