FOR THE COUNCIL MEETING OF MARCH 19, 2024

COUNCIL AGENDA REPORT

TO: City Council

FROM: Interim City Manager Alex Posada

SUBJECT: Adoption of a Resolution Approving the Proposed Fiscal Year 2024 - 2026 Citywide Priorities Workshop and Minutes

DESCRIPTION:

The City Council will consider adopting City Council priorities for Fiscal Years 2024-2026 and approving Minutes from the February 19, 2024, Goal-Setting Workshop.

RECOMMENDATION:

Adopt a Resolution confirming City Council priorities for Fiscal Year s 2024-2026 and approving Minutes from the February 19, 2024, Goal-Setting Workshop.

BACKGROUND:

In years past, prior to staff compiling the City’s Biennial Budget, staff has routinely assisted the City Council in developing a list of overall Citywide priorities and/or goals to be addressed during the next two-year period. Staff, once again, engaged the services of an outside facilitator (Jan Perkins from Raftelis) to assist the City Co uncil in the biennial process.

DISCUSSION:

On February 19, 2024, Ms. Perkins assisted the City Council in formulating priorities for the next two years in anticipation of the upcoming budget cycle. The sessions addressed sharing visions for the future, r eviewing accomplishments and priorities, ways to strengthen teamwork, City Council norms, appropriate roles and responsibilities of both City Council and City staff, and establishing City goals and priorities for staff to work on during the upcoming two-year budget period.

The consultant interviewed members of the City Council and staff and identified four broad goals for discussion at the workshop. These broad goals include: long -term financial sustainability, community quality of life, planning and infr astructure, and organizational well-being. The City Council affirmed these goals overarching “umbrellas” under which the departments can tie their goals and work plans to.

2 This year the City Council again identified an over-arching principle of priorities as follows:

Consensus on Priorities
 New approach to economic development
 Provide youth opportunities
 Provide public safety resources
 Establish a staffing plan

Exhibit A of the Resolution is an overview of the February 19, 2024, City Council Workshop proceedings, as provided by Raftelis, and staff recommends that the City Council consider accepting the Report as the Minutes for the February 19th Workshop.
