RECOMMENDATION:

Direct the City Clerk ’s Office to file the 2023 General Plan Annual Report with the California Governor’s Office of Planning and Research and the State Housing and Community Development Department.

BACKGROUND:

The General Plan Annual Re port is an informational item that documents the City’s progress in implementation of the General Plan during the previous calendar year. The City annually provides the report to the Governor’s Office of Planning and Research (OPR) and the Housing and Community Development (HCD) Department in conformance with State law. Last year was the final full-year reporting of Fifth-Cycle Regional Housing Needs Allocation (RHNA). All residential units the City permits after February 2023 (and until 2031) are now credited to the City’s new Sixth-Cycle RHNA.

DISCUSSION:

Chapter II of the report provides a summary of actions taken in 202 3 by the Planning Commission, and data on 202 3 building permits, discretionary applications and processing, and other activities of the Community Development Department. Chapter III presents residential project information requested by HCD, including residential project applications received, building permit applications, and the number of residential units completed and occupied which are credited toward the City’s RHNA. During 2023, the City issued building permits for over 450 new residential units, with 415 of those for the construction of Accessory Dwelling Units (ADU’s).

2 Alternative(s)

None. The Annual Report does not create fiscal impacts.

Impact to the Community
