FOR THE COUNCIL MEETING OF APRIL 2, 2024
COUNCIL AGENDA REPORT
TO: City Council
FROM: Interim City Manager Alex Posada
BY: Fire Chief Bradley Dandridge
SUBJECT: Adoption of a Resolution Approving Instructional Services Agreement Appropriations
Description:
The City Council will consider authorizing the City Manager or designee to appropriate and expend funds generated through the Allan Hancock Joint Community College District Instructional Services Agreement
Environmental Notice: The activity is not a “Project” as defined under Section 15378 of the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15060(c)(3) no environmental review is required.
RECOMMENDATION:
Adopt a Resolution authorizing the City Manager or designee to appropriate and expend funds generated through the Allan Hancock Joint Community College District Instructional Services Agreement.
BACKGROUND:
On December 19, 2023, City Council adopted a Resolution authorizing the City to enter into an agreement with Allan Hancock College for an Instructional Services Agreement (ISA) program. The City will receive funds for personnel training hours conducted in the course of their daily work schedule.
DISCUSSION:
The proposed Resolution authorizes the City Manager or designee to appropriate and expend funds generated through the ISA program. The amount received each year is dependent on the number of employees eligible to participate in the program. The funds will be utilized for additional training opportunities, outside instructors, and training materials. The Fire Department is requesting a budget account to allow flexibility in expending funds over fiscal years.
Fiscal Considerations
The ISA pays the department for on -the-job training hours based on a fluctuating rate established by the State. The current ISA rate is $4.75 per student contact hour. Should eligible employees participate in the ISA program to the maximum of 300 student contact hours (Fall-120 hours; Spring-120 hours; Summer-60 hours) the Fire Department could potentially receive $1,425 per employee, per year in training funds.
2 Impact to the Community
The community will continue to be served by well-trained and professional firefighting personnel.
