ATTACHMENT B
CITY MANAGER RECOMMENDED BUDGET AMENDMENTS:
CITY MANAGER’S OFFICE / GENERAL FUND
Increase allocation of 1.0 Full-Time Equivalent (FTE) Confidential Technician I/II position.
The City Manager’s Office seeks to add a 1.0 FTE Confidential Technician I/II position to assist the Information Technology (IT) Department with handling the procurement, deployment, disposal, and monitoring of technology assets Citywide. The IT division manages over 3,200 technology assets using an asset lifecycle replacement schedule. Approximately 535 devices and peripherals are scheduled to be replaced by the end of the fiscal year. The assets being deployed include 82 laptops, 195 desktops, 25 tablets, 101 monitors, and all the additional accessories that accompany a workstation (i.e., keyboards, mice, docking stations, carrying cases, etc.). Each item being deployed needs to be inventoried, asset -tagged, and the asset number needs to be entered into the Help Desk system and the City’s financial system, Eden.
The items being replaced need to be properly retired out of Eden and disposed of in an appropriate location. The deployment of assets is an annual assignment, with laptops and desktops having a lifecycle of five years. Assets have been placed on a staggered replacement cycle, causing an ongoing need for administrative assistance to process the replacement cycle for that year.
To recover the full cost of replacing the assets from the departments receiving the item, the item must be deployed this Fiscal Year. A delay would cause an insufficient amount to be collected within the five -year lifecycle, forcing the City to further delay the replacement of assets in the future, resu lting in City staff using out -of-date technology, potential equipment failures, and paying more for future replacements, which would result in a larger impact to the General Fund.
Should this position not be approved, City staff and officials may experie nce a delay in assistance with solving technology issues, which could in turn delay the conduct of official business. Delaying any official meeting would impact the residents of the City of Santa Maria.
A Confidential Technician I/II position will assist the analysts in this deployment allowing Information Technology staff to spend their time on the installation of the equipment. There is no fiscal impact of this addition through the remainder of Fiscal Year (FY) 2023-24. The annualized fiscal impact beginning in FY 2024 -25 is estimated at $94,700 for a 1.0 FTE Confidential Technician I/II.
CITY MANAGER’S OFFICE / BUSINESS EQUIPMENT FUND
Increase appropriation by $ 100,000 to purchase a Crime Lab F ull Spectrum Imaging System (FSIS) Color Lab Camera.
The Crime Lab FSIS Color Lab Camera purchased in 2018 and anticipated to have a ten -year life is not functioning properly and is out of warranty, thereby necessitating escalation of its replacement. This equipment is used daily to triage and process items of physical evidence for latent fingerprints. The total cost to replace this asset is $100,000. $41,693 has been collected for the replacement of the asset within the Business Equipment Fund. Additional appropriations in the General Fund of $ 58,307 are available for this purchase from salary savings within the
Police Department. The Budget Amendment requests the transfer of $58,307 from the General Fund into the Business Equipment Fund, appropriation of reserves from the Business Equipment Fund in the amount of $41,693, and appropriation of $100,000 in expenditure from these two funding sources for the purchase.
