COUNCIL AGENDA REPORT

TO: City Council

FROM: Interim City Manager Alex Posada

BY: Director of Public Works Brett Fulgoni

SUBJECT: Adoption of a Resolution Approving the Establishment of Angle Parking on West Cypress Street

Description:

The City Council will consider approving the establishment of angle parking on West Cypress Street between South Depot Street and South Railroad Avenue.

Environmental Notice: The activity is not a “Project” as defined under Section 15378 of the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15060(c)(3) no environmental review is required.

RECOMMENDATION:

Adopt a Resolution approving the establishment of angle parking on West Cypress Street.

BACKGROUND:

City of Santa Maria Parks and Recreation Supervisor, Scott Christian, requested the establishment of an angled parking zone on Cypress Street between Depot Street and Railroad Avenue. This request highlights the necessity for off -site parking for employee vehicles at the new Parks Operations location.

The proposed angled parking zone prioritizes the needs of City crew members who begin their day at 6:15 AM, ensuring they have access to parking before most me mbers of the public.

DISCUSSION:

Per City Council Resolution No. 2061 and CAM 63 -15, a Traffic Committee was formed to “be responsible for the review, approval or denial, and recommendations to City Council on all matters and requests relating to traffic circulation and safety within the public right-of-way.” The Traffic Committee has reviewed the request for the angle parking zone and recommends the establishment of the angle parking zone. The City Council has the authority to locate, establish, or eliminate parking zones within the City.

The angled parking zone recommended to be established is described as follows:

2 1. Cypress Street, along the northerly curb face, beginning 20 linear feet west of the easterly driveway and continuing 120 linear feet west.

2. Cypress Street, along the southerly curb face, beginning 90 linear feet west of the driveway and continuing 120 linear feet west.

Alternative
City Council may elect to deny or modify the proposed angled parking zone.

Fiscal Considerations
The parking on West Cypress Street betwee n South Depot Street and South Railroad Avenue currently is not striped. Staff has estimated that striping the angled parking stalls on West Cypress Street between South Depot Street and South Railroad Avenue will cost $1,000. Additionally, signs will need to be posted on each side of the street, at the beginning, middle, and end of each block, which is estimated to require the installation of six signs at a cost of approximately $600. The total cost of striping and sign installation is estimated at $1,400.

Impact to the Community
The existing parallel parking on West Cypress Street between South Depot Street and South Railroad Avenue is approximately fourteen parking spots.

Angle parking on West Cypress Street between South Depot Street and South Railroad Avenue will provide an approximate increase of three additional on -street parking spots for a total of seventeen angled parking spots.
