FOR THE COUNCIL MEETING OF MAY 7, 2024

COUNCIL AGENDA REPORT

TO: City Council

FROM: Interim City Manager Alex Posada

BY: Director of Public Works Brett Fulgoni

SUBJECT: Adoption of a Resolution to Approve the Establishment of Limite d- Time Parking Zone on Thompson Way

Description:

The City Council will consider approving the establishment of a limited-time parking zone on Thompson Way.

Environmental Notice: The activity is not a “Project” as defined under Section 15378 of the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15060(c)(3) no environmental review is required.

RECOMMENDATION:

Adopt a Resolution establishing a limited-time parking zone on Thompson Way.

BACKGROUND:

Staff received a request to implement a limited-time parking zone along Thompson Way.

This request stems from prolonged vehicle parking in front of neighboring businesses, raising safety concerns. The proposed measure entails an overnight parking restricti on, aimed at prompting vehicle owners to seek alternative overnight parking arrangements.

DISCUSSION:

Per City Council Resolution No. 2061 and CAM 63 -15, a Traffic Committee was formed to “be responsible for the review, approval or denial, and recommenda tions to City Council on all matters and requests relating to traffic circulation and safety within the public right-of-way.” The Traffic Committee has reviewed the request for the limited-time parking zone and recommends the establishment of the limited-time parking zone to address safety concerns for the adjacent businesses. The City Council has the authority to locate, establish, or eliminate limited-time parking zones within the City.

The limited-time parking zone recommended to be established is described as follows:

1. Thompson Way, 7 days a week, from 10:00 PM to 6:00 AM, along the easterly curb face, beginning at the curb return of the easterly curb ramp at the easterly intersection of Thompson Way and West McCoy Lane, and continuing north for a 2 length of 600 linear feet then continuing west for 500 linear feet then continuing south 675 linear feet ending at the curb return of the westerly curb ramp at the westerly intersection of Thompson Way and West McCoy Lane.

2. Thompson Way, 7 days a week, from 1 0:00 PM to 6:00 AM, along the westerly curb face, beginning at the curb return of the westerly curb ramp at the easterly intersection of Thompson Way and West McCoy Lane, and continuing north for a length of 550 linear feet then continuing west for 400 lin ear feet then continuing south 560 linear feet ending at the curb return of the easterly curb ramp at the westerly intersection of Thompson Way and West McCoy Lane.

Alternative
City Council may elect to deny or modify the proposed limited-time parking restriction.

Fiscal Considerations
The proposed parking restriction will require the installation of approximately 12 street poles and signs. The Public Works Department has estimated the cost of the poles and signs to be approximately $1,000 in staff time and materials.

Impact to the Community
Approximately 80 parking spaces will be limited during overnight hours. However, adjacent streets have a surplus of on-street parking available.
