FOR THE COUNCIL MEETING OF JUNE 4, 2024
COUNCIL AGENDA REPORT
TO: City Council
FROM: Interim City Manager Alex Posada
SUBJECT: Adoption of a Resolution Approving an Amendment of Employment Agreement for Interim City Manager Services
Description:
The City Council will consider approving an amendment to the Employment Agreement with Alex Posada for Interim City Manager Services.
RECOMMENDATION:
Adopt a Resolution approving an amendment to the Employment Agreement for Interim City Manager Services.
BACKGROUND:
On August 9, 2023, City Manager Jason Stillwell announced his retirement effective September 22, 2023. On August 16, the City Council, during a Closed Session, directed Human Resources staff to issue a Request for Proposa l (RFP) for recruitment services for the position. On September 14, 2023, the City Council held a Closed Session to discuss the interim replacement for City Manager , until a permanent candidate could be recruited, and Mr. Posada was chosen. On September 15 , 2023, Mr. Posada executed the agreement, which the City Council ratified on October 3, 2023, with an expiration date of June 30, 2024 . During this time period Wend i Brown Consulting Professionals was chosen as the recruiter for this position.
Unfortunately, the recruitment was unsuccessful, and a new recruitment is essential in finding an appropriate candidate for the City Manager position.
DISCUSSION:
The City did not meet the goal of recruiting and hiring a City Manager candidate before the end of the fiscal year. As the first recruitment proved unsuccessful, City Council has requested another recruitment to occur to find the appropriate candidate.
To fulfill the request, the City will need to issue an RFP for a new recruiter, have the recruiter advertise the position, collect resumes, screen candidates, and develop a list of the top candidates for City Council to interview. This process will take time, and as the City is only 40 days away from the expiration of the contract for the Interim City Manager, a contract extension of 90 days is being requested, as well as a modification to the salary.
2 Alternative
Alternatives were considered by City Council during Closed Session. The extension of the contract and the desire to put out a new RFP for consulting services originated out of the meeting.
Fiscal Considerations
As directed by the City Council, the Interim City Manager will be placed at a salary higher than the position of the Director of Recreation and Parks and lower than that anticipated for the subsequent incoming permanent City Manager. The City will realize an annual salary savings when compared to the prior incumbent’s City Manager salary.
Impact to the Community
The extension is intended to ensure a continued commitment to excellence in the delivery of public services. The City Council authorized the selection of a new recruitment firm to conduct the second recruitment of the next City Manager. That process will be conducted over the next few months.
