Project Introduction
RCS was selected by the City of Santa Maria to update its user fees annually. This year, and every even year forward, RCS will conduct a review of the City’s user fees, updating the City’s Cost Allocation Plan (CAP), salary and position data, and adopted budget. RCS will also meet with City staff to discuss the addition, removal and/or adjustment of user fees.
On odd numbered years, RCS will perform a simple CPI Update of user fees.
On May 4, 2021, the Santa Maria City Council adopted a master fee resolution increasing fees, effective July 1, 2021, to 50 percent of the increase of the Cost of Service Study proposed fees . In May 2023, the City Council adopted a master fee resolution increasing fees closer to the goal of attaining full (100%) cost recovery by 2026.
This round of fee update calculated the full cost recovery of fees, based on updated budget data and Cost Allocation Plan. The suggested user fees from this Study could be grouped in four categories below.
1) Adjust Fee – Full cost recovery based on updated budget and CAP 2) Adjust Fee – Utility funds legally require full cost recovery 3) Unchanged – Current Fee already at full cost recovery or limited by State laws 4) Unchanged – Solid Waste container rates to be updated with rate study
For this Study, RCS calculated the full cost of services using the FY 202 3-24 budget, employee costs, and a 2024 Cost Allocation Plan. The details and calculations for all these fees were presented to the City.
The overall fiscal impact is $1.1 Million in additional revenue if the City Council adopts fees as suggested.

This first group represents 158 fees out of the total 247 evaluated by RCS. These fees are recommended to increase (or decrease) from the current fee to achieve full cost recovery immediately after adoption.
