FOR THE COUNCIL MEETING OF JUNE 4, 2024

COUNCIL AGENDA REPORT

TO: City Council

FROM: Interim City Manager Alex Posada

BY: Interim Recreation and Parks Director Angela Oslund

SUBJECT: Urban Forest Management Plan

Description:

The City of Santa Maria Recreation and Parks Department's Urban Forest Management Plan serves as a comprehensive strategy for the management and enhancement of the City's urban tree canopy. This plan establishes clear goals and objectives pertaining to tree preservation, strategic planting initiatives, systematic maintenance practices, and active community engagement. Addressing critical issues such as biodiversity, environmental sustainability, and the multifaceted benefits of a thriving urban forest, the management plan exemplifies the department's commitment to fostering a healthy and resilient green infrastructure within the community. Through thoughtful planning and execution, the department aims to create a sustainable and vibrant urban environment that maximizes the social, economic, and ecological advantages of a flourishing urban forest.

Environmental Notice: The activity is not a “Project” as defined under Section 15378 of the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15060(c)(3) no environmental review is required.

RECOMMENDATION:

1) Receive and file the City of Santa Maria Recreation and Parks Department's Urban Forest Management Plan; and
2) Provide staff with direction on the deve lopment of necessary Ordinances and the review of existing Ordinances to support the implementation of the Urban Forest Management Plan.

BACKGROUND:

The Recreation and Parks staff have secured two Urban Forest Improvement Grants from the State of California Department of Forestry and Fire Prevention (CalFire). The first grant supported the updating of the tree inventory, accomplished successfully alongside the planting of 500 trees. Subsequently, the second grant mandated the development of an Urban Forest Management Plan (UFMP), the planting of 237 trees, and the integration of education and outreach initiatives. These endeavors have laid the foundation for potential future CalFire gran ts, indicating the City's commitment to ongoing 2 enhancements to the Urban Forest. Having an UFMP is crucial as it provides a structured framework for effective management, preservation, and enhancement of our urban forest resources. Such a plan ensures coo rdinated efforts among various stakeholders, sets clear objectives for tree planting and maintenance, and addresses emerging challenges such as pests, diseases, and climate change impacts. Additionally, it promotes community engagement and education, foste ring a culture of stewardship and appreciation for our urban trees. The Recreation and Parks Commission has approved the Plan and directed staff to bring it to the City Council.

DISCUSSION:

Over the past 14 months, Dudek, a consulting firm renowned for their expertise in Forest Management Plans, has collaborated closely with Recreation and Parks staff and Public Works to develop the plan. Concurrently, the Urban Forest Committee of the Recreation and Parks Commission has convened monthly, offering valuable insight and meticulously reviewing the evolving document. To ensure community engagement and input, the Department has undertaken comprehensive outreach efforts, disseminating information through both traditional paper formats and electronic channels. Th is holistic approach underscores the Department's commitment to creating a well -informed and inclusive Urban Forest Management Plan. Following the receipt of the UFMP presentation, the next crucial step is to initiate an ordinance review. This review is im perative for aligning local regulations and policies with the goals and strategies outlined in the UFMP.

Alternative(s)

For the Council's consideration, the following options are presented regarding the Urban Forest Management Plan:

1. Receive and File the Urban Forest Management Plan with Amendments:

This option allows for the receipt of the Urban Forest Management Plan with the acknowledgment that amendments may be necessary in the future. By adopting this approach, the Council commits to periodic revi ews and updates, ensuring the plan's continued relevance and effectiveness over time.

2. Postpone Receipt Pending Further Review:

If there are reservations about certain aspects of the plan, the Council may choose to postpone receipt. This would provide additional time for Council members, stakeholders, and the public to offer feedback and for the plan to undergo further review or revision.

3. Do Not Move Forward with the Urban Forest Management Plan:

Alternatively, the Council may determine that the Urba n Forest Management Plan is not suitable for implementation. This option involves not receiving the plan and, if necessary, initiating a process to reassess the approach to urban forest management.

3 Fiscal Considerations
Moving the UFMP forward involves fiscal considerations, including initial implementation costs for tree planting, maintenance, and potential infrastructure upgrades. Ongoing expenses for maintenance, staffing, and outreach efforts are essential for sustaining a healthy urban forest and co mmunity engagement. Allocating resources thoughtfully is crucial for the UFMP's successful long-term effectiveness.

Impact on the Community
The implementation of the UFMP offers significant benefits to the community. It enhances the overall quality of lif e by promoting cleaner air, reduced urban heat, and improved aesthetics through increased greenery. A well-managed urban forest contributes to stormwater management, reducing the risk of flooding, and erosion. A strong urban forest fosters biodiversity providing habitats for wildlife and promoting mental and physical well- being through recreational opportunities in green spaces.
