RECOMMENDATION:

Adopt a Resolution awarding a bid to Raminha Construction, Inc., in the amount of $14,975,600, for the construction of the Cell 1 Phase II Liner Extension Project, Bid No. 2024-03.

BACKGROUND:

Under the direction of the City of Santa Maria Utilities Department, the project was designed by SWT Engineering. The scope of work for Phase II includes the installation of earthen, geosynthetic, piping, and appurtenant components of the groundwater protection liner system for the project.

DISCUSSION:

The project was extensively advertised for bids. The City received three bids, which were publicly opened on May 21, 2024, via Planet Bids. A summary of the bids submitted are as follows:

Bidder Bid Amount
Raminha Construction, Inc. $14,975,600.00
Wood Bros Inc. $15,675,460.00
Sukut Construction, LLC $16,113,260.00
2 A detailed tabulation of the bids received is attached (Attachment A). Signed proposals and bid bond forms are available for viewing in the office of the Public Works Director, 110 S. Pine Street, Suite 221, Santa Maria, CA 93458.

The lowest responsive, responsible bid was submitted by Raminha Construction, Inc. in the amount of $14,975, 600, which included several deductive alternates. The U tilities Department has opted to award the base bid including all the deducting deductive alternates; therefore, the contract amount to be awarded will be in the amount of $14,975,600.

The Raminha Construction, Inc., from Atascadero, CA has performed and successfully completed similar work for many cities throughout Southern California and on the Central Coast. In addition, they have submitted references for their work history. City staff has checked the firm’s references and are comfortable with the abili ty of the contractor to perform the work successfully.

The recommended action is to award the bid to Raminha Construction, Inc., in the amount of $14,975,600.

Alternative
The alternative to the recommended action would be to reject all bids.
