The City Council will consider approving and authorizing Public Works Fleet Division to acquire an expansion Graffiti Abatement Truck for Recreation and Parks Department in Fiscal Year 2023-2024.
Environmental Notice: The activity is not a “Project” as defined under Section 15378 of the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15060(c)(3) no environmental review is required
RECOMMENDATION:
Adopt a Resolution authorizing the Public Works Fleet Division to acquire an expansion Graffiti Abatement Truck for Recreation and Parks Department in Fiscal Year 2023-2024.
BACKGROUND:
The Recreation and Parks Department has seen an increase in the need for graffiti abatement over several years. The Recreation and Parks Department has identified various funds to support the purchase of a Graffiti Abatement Truck and requesting approval to appropriate funds and authorization for the purchase of this expans ion vehicle.
DISCUSSION:
PUBLIC WORKS/MOBILE EQUIPMENT FLEET FUND
Increase appropriations by $135,000 in the Mobile Equipment Fleet Fund and authorize the purchase of a Graffiti Abatement Truck.
With the concurrence of the Public Works Fleet Divisi on, the Recreation and Parks Department requests a $135,000 appropriation of Fleet Expansion funds, and authorization to purchase a Graffiti Abatement Truck for Citywide use. The total cost of the Truck is $180,000. The department currently uses older smal l trailers and small equipment resulting in a less efficient abatement process. 2 Graffiti abatement within the City of Santa Maria has increased significantly over the past several years. City staff have identified the need for a new graffiti truck, outfi tted with larger capacity tanks, sprayers, and safety lights, in order to more efficiently tackle graffiti abatement throughout the City. The purchase of the new Graffiti Abatement Truck is in alignment with the City Council’s goals of Community Quality of Life. Additionally, graffiti abatement helps to maintain a “Smart City-Safe City” for the community.
General Fund savings in the Recreation and Parks Department salaries and benefits, in addition to Measure U and Special District Funds have been identified as a means to fund this request. This is a “one-time” request for approval of funds to purchase a new Graffiti Abatement Truck. No new additional funding is being requested.
Alternative(s)
The decision to not approve the budget amendments for the purchase of the new Graffiti Abatement Truck is an alternative to this recommendation. However, the Recreation and Parks Department will continue to have limited ability to maintain timely graffiti cleanup with the existing aging equipment.
Fiscal Considerations
If approved, the recommended expansion funding request would result in $135,000 in appropriations from the following funds:
General Fund $99,129
Measure U - Quality of Life $44,872
Special District $36,000
Impact to the Community
City staff will continue to move forward with the graffiti abatement program. The requested budget amendments will enable the Recreation and Parks Department to more quickly and efficiently abate graffiti around the City of Santa Maria and improve the over all cleanliness of the City keeping with the department’s mission of enriching the lives of our community.
