FOR THE COUNCIL MEETING OF JUNE 18, 2024

COUNCIL AGENDA REPORT

TO: City Council

FROM: Interim City Manager Alex Posada

SUBJECT: Highway 166/Black Road Traffic Signal and Safety Improvement Project

The City Council will receive and file a report about the Highway 166/Black Road Traffic Signal and Safety Improvement Project near Santa Maria, being done by the Santa Barbara County Association of Governments.

BACKGROUND:

This is one of four Measure A funded projects on Highway 166 to improve safety and operations. In 2012, the Santa Barbara County Association of Governments (SBCAG), along with partners that include Caltrans, the City of Santa Maria, the City of Guadalupe, and the County of Santa Barbara, approved a Highway 166 Project Development Plan.

DISCUSSION:

The purpose of signalizing the intersection of Highway 166 at Black Road is to improve operations and safety. Access to Highway 166 during peak hours has been shown to be deficient due to lack of gaps in the traffic stream. Addit ional turning lanes will be added along with bicycle improvements. The overall project is estimated to start on July 1st and be completed in 100 working days, weather permitting. Detours will take place.
