RESOLUTION NO.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MARIA, CALIFORNIA, APPROVING THE ADOPTION OF THE 2024 PUBLIC

TRANSPORTATION AGENCY SAFETY PLAN

WHEREAS, the Public Transportation Agency Safety Plan (PTASP) regulation (49 CFR Part 673) requires all public transportation system operators that receive federal funds under the Federal Transit Administration (FTA) Urbanized Area Formula Grants (Section 5307), and rail transit agencies subject to the FTA State Safety Oversight program, to develop an Agency Safety Plan that includes the processes and procedures to implement a Safety Management System in its practices; and

WHEREAS, the PTASP Final Rule mandates that all public transit agencies must certify that they have safety plans in place to help keep riders and employees safe on their transit systems; and

WHEREAS, the PTASP requires all agencies receiving FTA’s Urbanized Area Formula Grants to set safety performance targets in a Safety Plan that is reviewed and certified annually, with failure to file a conforming Safety Plan potentially resulting in ineligibility for further federal grants from the FTA; and

WHEREAS, the Santa Maria Regional Transit’s PTASP plan was developed with the input of industry best practices and front-line worker feedback, ensuring the incorporation of Safety Management System principles and practices; and

WHEREAS, the implementation of the PTASP will allow management and labor to collaboratively address risk, analyze data, and enhance the safety of passengers, workers, and operators.

NOW, THEREFORE, IT IS HEREBY RESOLVED by the City Council of the City of Santa Maria, California, as follows:

1. The City Council hereby adopts the Public Transportation Agency Safety Plan (PTASP) for Santa Maria Regional Transit as presented.

2. The City Council directs the Santa Maria Regional Transit to implement the processes and procedures outlined in the PTASP, ensuring continuous compliance with 49 CFR Part 673.

3. The City Council authorizes the annual review and certification of the PTASP, including the setting and evaluation of safety performance targets, to maintain eligibility for federal funding under the FTA Urbanized Area Formula Grants.

2 4. The Chief Deputy City Clerk is hereby authorized to make minor changes herein to address clerical errors, so long as substantial conformance of the intent of this document is maintained. In doing so, the Chief Deputy City Clerk shall consult with the City Manager and City Attorney concerning any changes deemed necessary.
