Purpose of the Project
Conformance with the Governor’s
Executive Order N-7-22 to address the
drought emergency, 2022
The State Water Resources Control
Board, Title 23 of the California Code of
Regulations, new regulations
• This regulation defined “non-
functional turf” as turf that is
ornamental and not otherwise used for
human and recreation purposes such
as school fields, sports fields, and
parks, and prohibited the watering of
such turf by commercial, industrial,
and institutional water users.
• The landscape project at City Hall
models and complies with these State
regulations for conserving water.

by the City Urban Forester and
deemed to be at end of life. Signs of
