Description:
The City Council will receive and file information concerning the Final Consolidated Annual Performance and Evaluation Report for the 2023-2024 Fiscal Year.
Environmental Notice: This activity is not a “Project” as defined under Section 15378 of the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15060(c)(3) no environmental review is required.
BACKGROUND:
The Consolidated Annual Performance and Evaluation Report (CAPER) is required of local governments that receive Federal funds under certain housing and community development programs, such as the Community Development Block Grant (CDBG) administered by the U.S. Department of Housing and Urban Development (HUD).
Fundamentally, the CAPER allows HUD, local officials, and the public to assess the grantee’s overall performance, including whether activities during the preceding year made an impact on the goals and needs identified in the Five -Year Consolidated Plan and the Annual Action Plan.
DISCUSSION:
The purpose of the CAPER is to report the achievement of the 202 3-2024 Fiscal Year (July 1, 2023 – June 30, 2024) goals established in the Annual Action Plan portion of the Five-Year Consolidated Plan (2020 -2025). A 15 -day public review period was offered from Saturday, August 31 st to Tuesday, September 1 7, 202 4. A recap of the CDBG accomplishments is listed below.
2 During the reporting period, 1 1 non-profit activities were served with public services. The non -profit subrecipients served under public services fell under “Priority #1 - Prevent homelessness and address critical emergency, at-risk youth, and special population needs.” In addition to the public services activities, two capital project s fell under this priority. The Good Samaritan Shelter’s Family Transitional Center Improvements and the VTC Sidewalk Improvement project.
Under “Priority #2 – Expand educational and youth development opportunities”, no activities took place during the reporting period.
Under “Priority #3 - Provide affordable housing” , two agencies received capital funding during the reporting period to provide minor home repairs to Santa Maria residents so that they c an continue living comfortably and safely in their homes and prevent them from being displaced. These agencies include Community Action Partnership of San Luis Obispo County (CAPSLO) and CommUnify. In addition, FY 2023-2024 capital funding was used to assist with the administrative costs to offer the City's Tenant Based Rental Assistance (TBRA) program. The actual program itself is funded with HOME funds obtained by the County of Santa Barbara. The TBRA program provides up to $2,500 towards a person's renta l deposit within the City limits. The person must fall under 60 percent or below the area median income (AMI).
Under “Priority #4 – Revitalize existing neighborhoods”, 13 percent of the funding was used to carry out an ADA and pedestrian safety and accessibility improvement program that benefitted primarily low to moderate income areas.
Due to the size of the report, it is not being provided as an attachment; however, a copy of the 202 3-2024 Fiscal Year CAPER is available on the City’s website at www.cityofsantamaria.org/CAPER or a copy can be e-mailed upon request.
