FOR THE COUNCIL MEETING OF SEPTEMBER 17, 2024

COUNCIL AGENDA REPORT

TO: City Council

FROM: Interim City Manager Alex Posada

BY: Director of Public Works Brett Fulgoni

SUBJECT: Adoption of a Resolution Approving the Proposed Establishment of Angle Parking on West Boone Street

Description:

The City Council will consider approving the establishment of angled parking throughout the 700 through 900 block of West Boone Street.

Environmental Notice: The activity is not a “Project” as defined under Section 15378 of the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15060(c)(3) no environmental review is required.

RECOMMENDATION:

Adopt a Resolution establishing angle parking from the 700 block through the 900 block of West Boone Street between South Depot Street and South Western Avenue.

BACKGROUND:

City of Santa Maria Code Enforcement staff contacted Engineering staff regarding the establishment of angled parking along the 700 through 900 blocks of West Boone Street.

The request is an effort to deter mobile car-washers who have been documented working without City permits and appropriate environmental controls.

DISCUSSION:

Per City Council Resolution No. 2061 and CAM 63-15, a Traffic Committee was formed to “be responsible for the review, approval or denial, and recommendations to City Council on all matters and requests relating to traffic circulation and safety within the public right -of- way.” The Traffic Committee has reviewed the r equest for the angle parking zone and recommends the establishment of the angle parking zone. The City Council has the authority to locate, establish, or eliminate parking zones within the City.

The angled parking zone recommended to be established is described as follows:

1. Boone Street, along the northerly curb face, between South Depot Street and South Railroad Avenue beginning 85 linear feet west of the northwesterly curb return and continuing 90 linear feet west. 2 2. Boone Street, along the northerly curb face, between South Railroad Avenue and South Oakley Avenue beginning 30 linear feet west of the northwesterly curb return and continuing 45 linear feet west.

3. Boone Street, along the northerly curb face, between South Railroad Avenue and South Oakley Avenue beginning 140 linear feet west of the northwesterly curb return and continuing 400 linear feet west.

4. Boone Street, along the northerly curb face, between South Oakley Avenue and South Western Avenue beginning 40 linear feet west of the northwesterly curb return and continuing 160 linear feet west.

5. Boone Street, along the northerly curb face, between South Oakley Avenue and South Western Avenue beginning 340 linear feet west of the northwesterly curb return and continuing 90 linear feet west.

6. Boone Street, along the southerly curb face, between South Railroad Avenue and South Oakley Avenue beginning 30 linear feet west of the southwesterly curb return and continuing 450 linear feet west.

7. Boone Street, along the southerly curb face, between South Oakley Avenue and South Western Avenue beginning 35 linear feet west of the southwesterly curb return and continuing 80 linear feet west.

8. Boone Street, along the southerly curb face, between South Oakley Avenue and South Western Avenue beginning 220 linear feet west of the southwesterly curb return and continuing 190 linear feet west.

Alternative(s)
City Council may elect to deny or modify the proposed angled parking zone.

Fiscal Considerations
The parking on West Cypress Street between South Depot Street and South Western Avenue is currently not striped. Staff has estimated that striping the angled parking stalls on West Boone Street between South Depot Street and South Western Avenue will cost $3,000. Additionally, signs will need to be posted on each si de of the street, at the beginning, middle, and end of each block, which is estimated to require the installation of 24 signs at a cost of approximately $2,400. The total cost of striping and sign installation is estimated at $5,400 which will be withdrawn from an existing Street Improvement Account.

3 Impact to the Community
Angle parking on West Boone Street between South Depot Street and South Western Avenue will provide a total of 168 angled parking spots.
