FOR THE COUNCIL MEETING OF OCTOBER 1, 2024
COUNCIL AGENDA REPORT
TO: City Council
FROM: Interim City Manager Alex Posada
BY: Chief Human Resources Officer Graciela Reynoso
SUBJECT: Adoption of a Resolution Approving a Comprehensive Schematic Pay Schedule for Full-Time and Part-Time Employees in Compliance with the Requirements of California Public Employees’ Retirement System
Description:
The City Council will consider approving the single Comprehensive Schematic Pay Schedule in compliance with the requirements of California Public Employees’ Retirement System to incorporate the modifications to the Park Services Officer III classification.
RECOMMENDATION:
Adopt a Resolution approving a Comprehensive Schematic Pay Schedule for all full-time and part -time employees in accordance with California Public Employees’ Retirement System guidelines.
BACKGROUND:
Periodically staff brings forward for Council’s consideration, certain classification changes to address personnel needs in the City. These classification changes are usually brought forward in conjunction with either the annual budget review in June or the mid-year budget review in January of each year. These classification changes are being brought forward at this time rather than with the usual budgeting cycle, because staff has established a need to revise the Park Services Officer III core competencies to reflect as a front-line supervisor.
DISCUSSION:
Adjust the Salary Range for the Classification of Park Services Officer III from ($2,726.43 - $3,313.99/biweekly) to ($2,862.75 - $3,479.69/biweekly)
The proposed adjustment to the above classification is warranted by results of an external salary survey and an internal equity analysis as well as a necessity to restructure the classification to a front-line supervisory position.
A Comprehensive Schematic Pay Schedule for the City of Santa Maria is created and presented in accord ance with California Public Employees’ Retirement System (CalPERS) regulations intended to ensure consistency when reporting compensation for City employees. The Public Employees’ Retirement Law (PERL) Government Code 2 Section 20636(b)(1) requires pay amoun ts to be paid pursuant to publicly available pay schedules. The Schedule includes pay rate information for all full -time and part -time employees. The Schedule enhances the disclosure and transparency of public employee compensation by requiring that the p ay rates be listed on a single -pay schedule as per CalPERS’ requirements. The Schedule (Attachment A) incorporates the change reflected in the Park Services Officer III classification. Upon adoption of the Resolution by the City Council, the Schedule will be posted on the City of Santa Maria’s website.
Alternative(s)
A decision by the City Council not to approve the Comprehensive Schematic Pay Schedule would result in being out of compliance with California Public Employees’ Retirement System.
Fiscal Considerations
The department has an ability to absorb this salary increase into the existing budget by offsetting other materials and costs. The ongoing fiscal impact of the salary increase is estimated to be approximately $6,400.
Impact to the Community
Staffing of these positions is critical in order to provide a high degree of service to the public in their respective areas, and attracting qualified applicants is essential. The requested schedule change will enhance service to the community and maintai n compliance with California Public Employees’ Retirement System.
