FOR THE COUNCIL MEETING OF NOVEMBER 19, 2024

COUNCIL AGENDA REPORT

TO: City Council

FROM: Acting City Manager Chuen Wu

BY: Director of Public Works Brett Fulgoni

SUBJECT: Adoption of a Resolution Approving an Award of Bid for Church Street Sewer Line Project, Bid No. 2024-07

Description:

The City Council will consider approving the award of Bid No. 2024 -07 to R. Baker Inc. for the construction of the Church Street Sewer Line Project. This project consists of providing a new 2,250 -foot long 12” diameter gravity sewer in Church Street betwee n South Depot Street and South Broadway Street, and two 200-foot long 8” diameter relief gravity sewers and associated sewer manholes; providing irrigation and irrigation control wire conduits for future installation of irrigation lines and control wires.

Environmental Notice: The project qualifies for a Class 1 Categorical Exemption pursuant to Section 15301 – Existing facilities (operation, repair, maintenance, leasing, etc.) of the California Environmental Quality Act State Guidelines because the scope of work to be conducted is an existing public facility with negligible expansion of the existing uses.

RECOMMENDATION:

Adopt a Resolution awarding a bid to R. Baker Inc., in the amount of $1,500,584, for the construction of the Church Street Sewer Line Project, Bid No. 2024-07.

BACKGROUND:

Under the direction of the City of Santa Maria Public Works Engineering Department, the project was designed by the Wallace Group. This project will consist of providing a new 2,250-foot long 12” diameter gravity sewer in Church Street between South Depot Street and South Broadway Street, and two 200-foot long 8” diameter relief gravity sewers and associated sewer manholes; providing irrigation and irrigation control wire conduits for future installation of irrigation lines and control wires.

DISCUSSION:

The project was extensively advertised for bids. The City received three bids, which was opened on October 31, 2024. A summary of the bids submitted are as follows:

Bidder Bid Amount
R. Baker Inc. $1,500,584.00
The J.F. Will Company Inc. $1,895,878.32
V. Lopez Jr. & Sons G.E.C., Inc. $1,974,355.00
2 A detailed tabulation of the bids received is attached (Attachment A). Signed proposals and bid bond forms are available for viewing in the office of the Director of Public Works located at 110 South Pine Street, Suite 221, Santa Maria, CA 93458.

The lowest responsive, responsible bid was submitted by R. Baker Inc., in the amount of $1,500,584, which included two additive bid alternatives. The first be ing irrigation and irrigation control wire conduits for future installation of irrigation lines and control wires.

The second being the substitution and installation of polymer coated manholes. City staff recommends only awarding both bid alternatives.

R. Baker Inc., from Arroyo Grande, CA has performed and successfully completed similar work for many cities throughout Southern California and on the Central Coast. In addition, they have submitted references for their work history. City staff has checked t he firm’s references and are comfortable with the ability of the contractor to perform the work successfully. Therefore, the recommended action is to award the bid to R. Baker Inc. in the amount of $1,500,584.

Alternative(s)
The alternative to the recommended action would be to reject all bids.
