SUBJECT: Adoption of a Resolution Approving an Award of Bid for Preisker Park Parking Lot Rehabilitation Project, Bid No. 2024-10
Description:
The City Council will consider approving the award of Bid No. 2024 -10 to The J.F. Will Company Inc. for the construction of the Preisker Park Parking Lot Rehabilitation Project.
This project will consist of demolition of existing concrete, construction of ADA accessible curb ramps and pathways, drainage improvements, and parking lot reconstruction.
Environmental Notice: The project qualifies for a Class 1 Categorical Exemption pursuant to Section 15301 – Existing facilities (operation, repair, maintenance, leasing, etc.) of the California Environmental Quality Act State Guidelines because the scope of work to be conducted is an existing public facility with negligible expansion of the existing uses.
RECOMMENDATION:
Adopt a Resolution awarding a bid to The J.F. Will Company Inc., in the amount of $119,107 for the construction of Preisker Park Parking Rehabilitation Pr oject, Bid No. 2024-10.
BACKGROUND:
Under the direction of the City of Santa Maria Recreation and Parks Department, the project was designed by Baxter Miller Landscape Architects. This project will consist of demolition of existing concrete, constructi on of ADA accessible curb ramps and pathways, drainage improvements, and parking lot reconstruction.
DISCUSSION:
The project was extensively advertised for bids. The City received two bids, which was opened on October 17, 2024. A summary of the bids submitted are as follows:

The lowest responsive, responsible bid was submitted by The J.F. Will Company Inc., in the amount of $119,107.
The J.F. Will Company Inc., from Santa Maria, CA has performed and successfully completed similar work for many cities throughout Southern California and on the Central Coast. In addition, they have submit ted references for their work history. City staff has checked the firm’s references and are comfortable with the ability of the contractor to perform the work successfully. Therefore, the recommended action is to award the bid to The J.F. Will Company Inc. in the amount of $119,107.
Alternative(s)
The alternative to the recommended action would be to reject all bids.
Fiscal Considerations
Sufficient funds for this project have been budgeted in Fiscal Year 2024/2025 from the account titled “Parking Lot Resurfacing (ARPA-17).”

Impact to the Community
The community will benefit from the reconstructed parking lot designed and constructed to address ADA path of travel and correct drainage issues, providing access to Preisker Park.
