COUNCIL AGENDA REPORT
TO: City Council
FROM: Acting City Manager Chuen Wu
BY: Director of Public Works Brett Fulgoni
SUBJECT: Adoption of a Resolution Establishing a No Stopping Zone On Farnel Road
Description:
The City Council will consider approving the establishment of a no stopping zone on Farnel Road to improve line of sight and drop-off and pick-up operations.
Environmental Notice: The activity is not a “Project” as defined under Section 15378 of the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15060(c)(3) no environmental review is required.
RECOMMENDATION:
Adopt a Resolution establishing a no stopping zone on Farnel Road.
BACKGROUND:
Santa Barbara County Education Office Coordinator of Juvenile Court & Community Schools, Mr. Matthew Linton, requested staff review the portion of Farnel Road adjacent to the Fitzgerald Community School driveway for a no stopping zone. Mr. Linton’s request is based on improving both line of sight and drop-off and pick-up operations at Fitzgerald Community School.
DISCUSSION:
Staff brought this request to the Traffic Committee. Per City Council Resolution No. 2061 and CAM 63 -15, a Traffic C ommittee was formed to “be responsible for the review, approval or denial, and recommendations to City Council on all matters and requests relating to traffic circulation and safety within the public right -of-way”. The Traffic Committee has reviewed and ap proved the request for establishing a no stopping zone to improve both line of sight and drop -off and pick -up operations. The City Council has the authority to locate, establish, or eliminate no stopping zones within the City.
The no stopping zones recommended to be established is described as follows:
1. Farnel Road, along the easterly curb face, beginning at the northerly curb return of the driveway continuing north for a length of 40 linear 2 feet.
2. Farnel Road, along the easterly curb face, beginning at the southerly curb return of the driveway continuing south for a length of 40 linear feet.
Alternative(s)
The alternative to the recommended action would be to not approve the establishment of the No Stopping Zone.
Fiscal Considerations
Establishing the no stopping zone will require labor and materials to paint the curb red.
The painted curb will need to be maintained in the future as the paint fades. Staff estimates it will cost the City $1,000 to install the red curb.
Impact to the Community
Approximately four additional parking spaces will be removed to prevent vehicles from obstructing drop-off and pick-up operations and line-of-sight. Employees of the adjacent businesses will still have adequate parking in the vicinity of the propose d no stopping zone.
