FOR THE COUNCIL MEETING OF DECEMBER 17, 2024

COUNCIL AGENDA REPORT

TO: City Council

FROM: City Manager David W. Rowlands

BY: Interim Chief of Police Daniel Cohen

SUBJECT: Adoption of a Resolution Approving the Donation of a Surplus Police K9 Vehicle

Description:

The City Council will consider declaring a 2014 Ford Explorer K9 Vehicle, Asset Number F3419-14 (License 1426441), as surplus property and approving its donation to the Santa Maria Firefighters Benevolent Foundation.

RECOMMENDATION:

Adopt a Resolution declaring a 2014 Ford Explorer K9 Vehicle, Asset Number F3419-14 (license 1426441), as surplus property and approving its donation to the Santa Maria Firefighters Benevolent Foundation.

BACKGROUND:

The City of Santa Maria (City) has previously donated surplus property and equipment to other agencies, schools, community groups, and non -profit organizations for the benefit of the public. The 2014 Ford Explorer was decommissioned on May 1, 2024, reaching the end of its useful life. It was replaced with a new 2024 Ford Police Interceptor Utility vehicle and is now cost-prohibitive to maintain as a reserve K9 patrol vehicle.

DISCUSSION:

Santa Maria Firefighters Benevolent Foundation is seeking a used operational K9 vehicle.

It is a non -profit organization that supports First Responders with limited funds and this donation would provide a vehicle for their K9 program, which is a new program they have established to provide peer support to their members and the community. The vehicle is already equipped with K9 modifications, making it ideal for their program.

Alternative(s)
The alternative would be to not donate the vehicle. The City would need to use City resources to remove K9 modifications and prepare to sell the vehicle at auction. The cost of those services is estimated to be $2,500.

2 Fiscal Considerations
The surplus value of the patrol vehicle is estimated at $ 4,000. Donating this unit to the Santa Maria Firefighters Benevolent Foundation eliminates the City’s liability for ongoing maintenance and operating costs.

Impact to the Community
The donation of this unit will not result in any decrease in City service levels. This donated vehicle will allow a community non-profit the ability to provide an improved service within our community and serve as an act of goodwill by the City.
