COUNCIL AGENDA REPORT
TO: Mayor and City Council
FROM: Bradley J. Dandridge, Fire Chief
DATE: January 21, 2025
SUBJECT: Adoption of a Resolution Approving the Donation of Extractors and Fitness Equipment from the One805 organization.
Description:
The City Council will consider approving the receipt of a donation of two extractors, and fitness equipment to the Santa Maria Fire Department from the One805 organization to improve firefighter wellness.
Environmental Notice: The activity is not a “Project” as defined under Section 15378 of the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15060(c)(3) no environmental review is required.
RECOMMENDATION:
Adopt a Resolution approving the donation of two extractors and fitness equipment to the Santa Maria Fire Department from the One805 organization.
BACKGROUND:
The One805 organization is a 501(c)(3) non -profit organization formed after the 2018 mudslides in Montecito. The goal of the organization is to show their appreciation for first responders, including all fire, police, and sheriff agencies in Santa Barbara County, by providing them with needed equipment and counseling.
Government Code Section 37354 provides that the City Council may accept any gift, bequest, or devise made to or for the City, or to or for any of its offices in their official capacity, or in trust for any public purpose. City Administrative Memo (CAM 2017-01) sets forth procedures for reviewing, accep ting, and acknowledging gifts and/or donations offered to the City in order to: 1) establish compliance with the law in a consistent manner regardless of the source of the donation; 2) establish uniform procedures for the receipt of donations to the City; 3) cultivate an environment where residents and businesses want to contribute to the City’s programs and facilities; 4) promptly acknowledge and express appreciation for donations; and 5) assure donations are properly inventoried and accounted for.
2 DISCUSSION:
The two extractors, required for the cleaning and decontamination of firefighting turnouts to remove carcinogens and bloodborne pathogens, will significantly improve firefighter wellness. Currently, the department only has extractors at three of the five fire stations resulting in crews leaving their assigned district and traveling to other stations to clean their turnouts. Having an extractor in each station allows crews to remain in their district and respond to calls for service while cleaning their turnouts.
The fitness equipment is being donated to Fire Station 6, located at the airport, to support the crew of new Engine 6 and the Aircraft Rescue Fire Fighter (ARFF). The fitness equipment allows personnel to maintain their strength, mobility, and wellness.
Fiscal Considerations
There is no fiscal impact to the General Fund associated with this donation. Any minor maintenance requirements for the donated equipment would be absorbed within the department’s existing budget. The total cost of the two extractors is approximately $25,089.66, and the fitness equipment is $24,982.21 and will be paid in full by One805.
In accordance with the City’s Gift and/or Donation Policy, offers of donations valued at more than $25,000 must be accepted by the City Council.
Impact to the Community
The donation of this equipment will improve the overall health and wellness of the firefighters who serve the community.
