RECOMMENDATION:
Adopt a Resolution awarding a bid to Main Line Engineering, in the amount of $208,500, for the construction of the Citywide Wharf Fire Hydrant Replacement Project, Bid No. 2024-12.
BACKGROUND:
Under the direction of the City of Santa Maria Utilities Department, the project was designed internally by Utility Staff. This project will consist of removing 17 substandard fire hydrants and installing 6 new fire hydrants at 4 different City locations. All hydrant removals have been coordinated with the Fire Department. Except for existing pavement and crosswalk improvements that may be removed or damaged during fire hydrant and waterline upgrade work, no other new subsurface or surface improvements will be constructed, and no grade changes are anticipated. All work will be within the City's road right-of-way.
2 DISCUSSION:
The project was extensively advertised for bids. The City received five bids, which was opened on November 26, 2024. A summary of the bids submitted are as follows:
Bidder Bid Amount
Main Line Engineering $208,500.00
AAAA Engineering Contracting, Inc. $212,660.00
The J.F. Will Company Inc. $269,731.44
RCH Construction $325,532.44
Joseph Construction and Consulting Inc

A detailed tabulation of the bids received is attached (Attachment B). Signed proposals and bid bond forms are available for viewing in the office of the Director of Public Works located at 110 South Pine Street, Suite 221, Santa Maria, CA 93458.
The lowest responsive, responsible bid was submitted by Main Line Engineering, in the amount of $208,500.
Main Line Engineering, from Lompoc, CA has performe d and successfully completed similar work for many cities throughout Southern California and on the Central Coast. In addition, they have submitted references for their work history. City staff has checked the firm’s references and are comfortable with the ability of the contractor to perform the work successfully. Therefore, the recommended action is to award the bid to Main Line Engineering in the amount of $208,500.
Alternative(s)
The alternative to the recommended action would be to reject all bids.
