TO: Mayor and City Council

FROM: David W. Rowlands, City Manager

DATE: January 21, 2025

SUBJECT: Proclamation – “Human Trafficking Awareness Month” – January 2025

The City Council will p resent a Proclamation recognizing January 2025, as “Human Trafficking Awareness Month” in the City of Santa Maria.

BACKGROUND:

Human trafficking, a form of modern slavery, affects over 28 million people globally, including victims in California, which leads the nation in reported cases. This crime involves labor exploitation, commercial sex acts, and other coercive practices. Its concealed nature often leaves communities unaware of its presence. The Santa Barbara County Human Trafficking Task Force works to raise awareness, investigate cases, and prosecute offenders while emphasizing the importance of education and local resources to prevent further victimization. Their efforts highlight the critical role of community action in supporting survivors and combating exploitation close to home.

DISCUSSION:

Despite its prevalence, trafficking often goes unnoticed due to its hidden nature, making community awareness crucial. Education about recognizing signs of trafficking and utilizing local resources is essential in reducing i ts impact. The Santa Barbara County Human Trafficking Task Force has been instrumental in raising awareness, investigating crimes, and supporting survivors, emphasizing that trafficking occurs closer to home than many realize.

During Human Trafficking Awareness Month, residents are encouraged to play an active role in prevention, reporting, and advocating for justice to address this significant human rights violation. This observance reminds everyone of their shared responsibility in combating exploitation and supporting those affected.
