DATE: February 18, 2025
SUBJECT: Adoption of a Resolution Approving a Professional Services Agreement with Rincon Consultants, Inc. for Environmental Analysis of the Package Delivery Warehouse Planned Development Permit Request and Authorizing the Director of Community Development to Exe
Description:
The City Council will consider approving a Professional Services Agreement for the environmental analysis and the preparation of an Environmental Impact Report for the Package Delivery Warehouse Planned Development Permit (PD2024-0003).
Environmental Notice: The activity is not a “Project” as defined under Section 15378 of the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15060(c)(3) no environmental review is required.
RECOMMENDATION:
1. Adopt a Resolution approving a Professional Services Agreement with Rincon Consultants, Inc. for the environmental analysis and the preparation of an Environmental Impact Report for the Package Delivery Warehouse Planned Development (PD2024-0003); and
2. Authorize the Director of Community Development to execute the agreement.
DISCUSSION:
The Community Development Department received an application for a Planned Development permit from RRM Design Group on behalf of Seefried Industrial Properties, Inc. to construct a new 128,480 square-foot delivery warehouse and a fleet service facility on a 32.04-acre site in a PD/CM -AG (Planned Development/Commercial Manufacturing and Agriculture Overlay) district of the West Stowell Specific Plan. The property consists of two parcels located at the 1600 block of West Stowell Road.
An environmental analysis of the proposed project is necessary per the California Environmental Quality Act (CEQA). With preliminary studies indicating significant environmental impacts are possible, a n Environmental Impact Report (EIR) will be prepared. In the interest of efficiency, staff sent a Request for Proposals to consulting firms that specialize in environmental review services. 2 After receiving and reviewing proposals, the city determined that Rincon Consultants, Inc., has the experience, skills, technical expertise, and pro fessional licenses and certifications to qualify as the consultant to complete the EIR. Following the completion of environmental review, the subject Planned Development request will be considered at a future public hearing before the Planning Commission.
Fiscal Considerations
The consultant, Rincon Consultants Inc., has provided a proposal with a cost estimate of $121,592 to complete the work. The consultant contract is with the City and will be managed by the Community Development Department. The applicant is responsible for paying the full cost of the contract amount. Therefore, entering into the subject Professional Services Agreement will not result in any fiscal impacts to the city.
Impact to the Community
Authorizing the Community Development Director, or designee, to enter into a Professional Services Agreement with Rincon Consultants Inc., for environmental review services will have minimal impacts to the community. The contract will be managed by City staff and the full cost of the contract will be paid for by the applicant.
