TO: Mayor and City Council
FROM: Brett Fulgoni, Director of Public Works
DATE: February 18, 2025
SUBJECT: Adoption of a Resolution Approving a Final Map and Subdivision Improvement Agreement for Skylight Homes, Tract 6033
Description:
The City Council will consider approving the Final Map and Subdivision Improvement Agreement for Skylight Homes, Tract 6033. This step is required to officially record the subdivision and ensure the necessary public improvements are completed.
Environmental Notice: The Project was adequately covered in a previously adopted Mitigated Negative Declaration prepared for the General Plan Land Use and Zone Amendment GPZ2021-0001; document pursuant to California Environmental Quality Act State Guidelines Section 15162.
RECOMMENDATION:
1. Adopt a Resolution a pproving the final map and Subdivision Improvement Agreement with People’s Self -Help Housing Corporation, allowing the deferral of certain public improvements for Skylight Homes, Tract 6033;
2. Authorize the Mayor to sign the Subdivision Improvement Agreement; and
3. Authorize the Chief Deputy City Clerk to certify the title sheet and forward the map to the County Clerk-Recorder for official recordation.
BACKGROUND:
People’s Self-Help Housing, a nonprofit developer, is planning a single-family housing project known as Skylight Homes. The project site is 8.88 acres and is located east of Santa Maria Way, near the city’s southern boundary. The Planning Commission approved the tentative map for this 49 -lot subdivision on January 17, 2023. The development will include 49 single-family homes and one shared lot for utilities, open space, and private roads.
This is a subdivision of the one parcel into 49 lots for single-family residential housing and one common lot for utilities, open space, and private roadways.
DISCUSSION:
The Final Map for Skylight Homes has been reviewed and approved by the City Engineer and the Community Development Director. The developer must construct all required on- 2 site and off-site improvements according to city standards, including compliance with the General Plan, Municipal Code, and other applicable regulations.
To proceed, the developer must either complete the required improvements or enter into a Subdivision Improvement Agreement with the City, which includes financial guarantees for the work. This agreement has been prepared with input from the Community Development and Recreation & Parks Departments and has been approved by the Public Works Department. The C ity Clerk’s Office has received the signed agreement and required sureties.
Once the City Council approves the Final Map and the agreement, and all fees and security deposits are received, the Chief Deputy City Clerk will submit the documents to the Santa Barbara County Clerk-Recorder for official recordation.
Alternative(s)
If the City Council finds the agreement or Final Map unacceptable, they may:
Request revisions and defer approval until an acceptable version is resubmitted. Deny approval if the map does not meet City requirements, providing specific reasons for rejection.
Approve the map despite minor technical errors that do not affect its validity.
Fiscal Considerations
The City will be reimbursed for all plan review and administrative costs. The developer has provided bonds to cover the cost of public improvements and to guarantee their maintenance for one year after completion.
Impact to the Community
Potential impacts of this project were reviewed through environmental and planning processes. The Planning Commission approved the necessary land use changes, subdivision map, and development permits after holding public hearings. The developer has adjusted the project to address community concerns. Skylight Homes will provide affordable homeownership opportunities.
