COUNCIL AGENDA REPORT

TO: Mayor and City Council

FROM: Xenia Bradford, Interim Director of Finance

DATE: March 18, 2025

SUBJECT: Adoption of a Resolution Approving Budget Amendment for Measure A Maintenance of Effort Appropriation

Description:

The City Council will consider adopting a Resolution to increase the budget in Measure A fund by $2 million for Alternative Transportation Enhancement Projects.

Environmental Notice: The activity is not a “Project” as defined under Section 15378 of the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15060(c)(3) no environmental review is required.

RECOMMENDATION:

Adopt a Resolution approving Measure A Alternative Transportation Enhancement projects funding for Fiscal Year 2024-25.

BACKGROUND:

The City of Santa Maria receives funding from the Santa Barbara County Transportation Measure A administered by the Santa Barbara County Association of Governments (SBCAG).

DISCUSSION:

Measure A requires 15 percent of the funding to be used for Alternative Transportation Enhancement projects. Staff has identified that an additional $2 million is required to be invested in the Alternative Transportation Enhancement program in the current fiscal year 2024-25 to meet the requirements.

Fiscal Considerations
The requested $2 million has been received from SBCAG and is available in the Measure A fund balance. The funds are restricted to a specific purpose.

Impact to the Community
The Alternative Transportation Enhancement projects improve walkability and mobility throughout the City.
