2) Project Planning - Provide a detailed explanation of the project planning process and how it was designed to avoid substantial burden on any low- income, disadvantaged, and vulnerable populations. Include any public outreach, events, workshops or community input. No more than 1450 characters.

We have four upcoming community meetings, two in Santa Maria and two in Guadalupe. Our goal with these public meetings is to receive feedback from both communities regarding SMRT taking over this service, and to address any public concerns.
3) Project Costs - Provide an itemized breakdown of project components and describe how the cost estimations were developed. Please include marketing and bus wraps cost in this section. Total costs must correspond to the Funding Information section above. No more than 1450 characters.

We have estimated 9060 hours for one year of operating the route 40 and 41. This based off the current level of service provided by the prior contractor and accounting for holidays and weekend service during this time period.

The hourly rate we used in our calculations is $62.87 per revenue hour, based on the our operational contract, with 9060 revenue hours, we estimate a total cost of $569,602.20, of which LCTOP will cover all but $6,368.20 which will be funded with other transit funds (e.g. TDA and FTA 5307).

Agency Information
4) Agency Fare - Describe your agency's fare structure including any discounts or special fares and how the project will affect that structure if at all. No more than 1450 characters.

On July 1st, SMRT will begin operating a route to and within Guadelupe. Between the two routes we anticipate providing 9,060 Revenue Hours on those two routes (this accounts for five observed holidays where there is no service and Sunday reduced level of service). The (variable) cost per revenue hour rate that SMRT will pay RATPDev for FY 25/26 will be $62.87. This does not account for the Monthly Fixed Rate we pay them on top of service hours and is not included in this calculation.

5) Agency Service - Describe the transit service provided and how the project plays into the overall operations.

No more than 2450 characters.

This service will be a regional route connecting Santa Maria and Guadelpue, and a local route within Guadalupe.

This service will add two routes to our overall service, and 9,060 revenue hours per year. The City of Santa Maria is located along US-101 and Highway 1 in the central coast of California and in the northwest corner of Santa Barbara County. With a population of over 100,000, it is now the county's largest city. Though agriculture accounts for over a quarter of the city's employment base, hospitals, schools, and other industries play important roles in the local economy as well. South of Santa Maria, the unincorporated town of Orcutt is primarily a residential area that is also served by SMRT transit service. Southwest of Santa Maria, the unincorporated town of Tanglewood is another residential area served by SMRT transit service. According to the U.S Census Bureau data, Santa Maria's population is 73.5% Hispanic and 64% of residents primarily speak a language other than English. The average income in Santa Maria is $18,509 compared to the United States average of $28,555. Census data further indicates 28% of children in Santa Barbara County live in low-income working families. This program will offer a variety of options for youth as

21.9% of the population fits the target demographic. By providing youth access to community centers and community based organizations the riders will be able to participate in tutoring, health and wellness programs, arts, literacy, enhancements, sports and constructive programs.

Project GHG Benefits
Greenhouse Gas Reductions - Describe qualitatively how this project will reduce greenhouse gas emissions.

This project will reduce greenhouse gas emissions by removing Guadalupe Flyer and Guadalupe Local transit riders from cars and convert them into the use of the Santa Maria Regional Transit.
