PCN PROJECT DESCRIPTION:

This request is for a Conditional Use Permit for Alcoholic Beverages to allow the sale of a type 21 alcoholic beverages license for off-site consumption in conjunction with a new 51,446 square- foot El Super grocery store with hours of operation from 7:00 a.m. to 11:00 p.m. daily.

El Super is the ideal tenant for the redevelopment of this former Sears site and provides a clean, safe and convenient location for daily grocery needs, including offering the public the option to purchase alcoholic beverages, which form an ancillary but important part of El Super’s business model.

In operation since 1997, El Super is a California-based chain of Hispanic-focused supermarkets offering customers full-service perishable departments, a variety of grocery products from Latin America and widely-known household favorites, all at the lowest possible prices. Stores offer in- house bakeries that serve daily fresh-baked breads, tortillas and pastries. Customers can also choose among the best cuts of meat, pork and poultry from full-service meat departments.

Ready-to-go dishes are also available in select locations with restaurants. The company operates 67 stores in California, New Mexico, Nevada, Arizona and Texas. El Super is part of Chedraui USA, a leading grocery retailer with 24,000 team members supporting 381 stores across three banners, including Smart & Final and Fiesta Mart.

The following Security measures will be in effect at this new store: All of our Liquor will be locked up behind a glass case. Only Front End Managers and Store Director will have access to open the glass case. The store will have 70 cameras placed throughout the inside and outside perimeter of the store including a zoomed in image of the store entrance. Our recording device will hold video for at least 90 days. We will have onsite uniformed Security Guards from opening to closing 7 days a week. No Loitering and No Drinking on Premises signs will be posted in the Parking Lots. Alcohol training is provided to associates.

Additionally, El Super has a proven track record of corporate responsibility and thoughtful ownership in the communities in which it operates. The company is committed to maintaining this exemplary record with the aforementioned license. Approving this request would be consistent with other entitlements granted to similar food retail establishments in the Santa Maria area. This request also has the potential to expand consumer choice by providing additional grocery options in an area recently hurt by multiple business closings. The proposed project will provide a public convenience to everyone in the immediate neighborhood and, will only serve to positively impact the community. The applicant has an exemplary record. If granted the opportunity, El Super would be an excellent steward of this alcohol license.
