The City of Santa Maria received the following notarized petitions requesting annexation into one of the City’s f our Landscape Maintenance Districts from the following development projects: Bellecrest Senior Residences, PD2022 -0008 & TR2022 -0007; Holiday Inn Express, PD2022-0001; Heritage Walk Lofts, DT2022 -0018; and Starbucks Drive-through, PD2023-0009 & U2023-0007. These annexations will provide funding for the ongoing maintenance of public landscape improvements in the Northeast, Northwest, and Southwest Landscape Maintenance Districts under the provision of the “Landscape and Lighting Act of 1972” for the purpose of levying and collecting assessments for perpetual landscape maintenance.
DISCUSSION:
At the City Council meeting of June 4 th, 2024, the City Council adopted a Resolution initiating the proceedings to establish and levy the 2024 -25 Landscape Maintenance 2 District Assessments for the ongoing maintenance of landscape facilities served by the Northeast, Northwest, and Southwest Landscape Maintenance District.
This item directs staff to add these assessments for Bellecrest Senior Residences & Holiday Inn to the Northeast, Heritage Walk Lofts to the Northwest, and Starbucks Drive- Through to the Southwest Landscape Maintenance Districts on the County of Santa Barbara Property Tax Roll.
Fiscal Considerations
The annual costs of landscape maintenance are assessed against the benefited properties within said Districts. These assessments are reflective of the cost associated with the upkeep of public landscaping within these Districts.
Impact to the Community
These annexations and assessments provide for t he maintenance of landscaping in perpetuity. The assessments generate a funding base to help finance the majority of the landscape maintenance costs within each of the respective districts named in this report, which in turn allows the City of Santa Maria to provide the highest level of service to residents.
