SUBJECT: Adoption of a Resolution Awarding a Professional Services Agreement to MGT Impact Solutions, LLC
Description:
The City Council will consider approving the award of a Professional Services Agreement to MGT Impact Solutions, LLC for a comprehensive classification and compensation study.
Environmental Notice: The activity is not a “Project” as defined under Section 15378 of the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15060(c)(3) no environmental review is required.
RECOMMENDATION:
Adopt a Resolution awarding a Professional Services Agreement to MGT Impact Solutions, LLC for a comprehensive classification and compensation study.
BACKGROUND:
A comprehensive review of classification and compensation across the City is necessary due to naturally occurring changes in the labor market, regulator y requirements, and organizational needs to ensure market and internal alignment, to simplify and clarify classification structures, and to develop up -to-date classification descriptions that are legally compliant, reflective of contemporary standards, and accurately reflect current roles, responsibilities, duties, and qualifications.
DISCUSSION:
On January 31, 2025 , the City posted a formal request soliciting proposals for a comprehensive classification and compensation study. The aim of this study is to ensure the City’s classification system and pay structures are competitive, fair , and in line with the City’s strategic objectives of attracting and retaining skilled employees to serve our community. A selection committee and various labor partners parti cipated in viewing proposal presentations. MGT Impact Solutions , LLC was determined to have submitted the most comprehensive, cost-effective, and complete solution.
2 The City employs approximately 730 full -time and part -time benefited positions across approximately 280 job classifications. The current classification and compensation structure has been periodically reviewed and updated as a means of responding to workforce staffing needs and compensation studies.
Alternative
City Council could decide not to award this Professional Services Agreement to MGT Impact Solutions, LLC agreement leaving the City to continue to review the classification and compensation system by individual classification, which would lack a comprehensive review.
Fiscal Considerations
The cost for the project is $237,909. Funding was approved via the 2024 -2026 Budget process.
Impact to the Community
The City’s ability to attract and retain the highest caliber of employees may be impacted by ambiguous jobs and pay structure.
