COUNCIL AGENDA REPORT

TO: Mayor and City Council

FROM: Brett Fulgoni, Director of Public Works

DATE: May 6, 2025

SUBJECT: Adoption of a Resolution Approving the Proposed Establishment of No Stopping Zones on Jason Way

Description:

The City Council will consider approving the establishment of No Stopping Zones on Jason Way adjacent to 1430 Jason Way driveways to improve safety for large vehicles entering and exiting the parking lot.

Environmental Notice: The activity is not a “Project” as defined under Section 15378 of the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15060(c)(3) no environmental review is required.

RECOMMENDATION:

Adopt a Resolution establishing No Stopping Zones on Jason Way, adjacent to 1430 Jason Way driveways.

BACKGROUND:

A Santa Maria business is requesting the establishment of No Stopping Zones at 1430 Jason Way to address parking issues that obstruct access for large trucks and create safety concerns.

As their operations and nearby businesses have grown, available street parking has diminished. While employees generally avoid parking near the facility’s driveways, unauthorized vehicles —often from outside parties —occasionally park in t hese areas, causing delays and increasing the risk of accidents.

The facility depends on semi-truck deliveries, which require adequate space to maneuver safely. Parked vehicles near the entrance and exit compromise that clearance, creating potential collision hazards. Although the business occasionally asks vehicle owners to move, this is not always feasible and has resulted in recurring issues.

To resolve these concerns, they are requesting red curb painting along the east side of both driveways, establishing clear No Stopping Zones , and deterring unauthorized parking.

2 DISCUSSION:

Per City Council Resolution No. 2061 and CAM 63 -15, a Traffic Committee was formed to “be responsible for the review, approval or denial, and recommendations to City Council on all matters and requests relating to traffic circulation and safety within the public right-of-way”. The Traffic Committee has reviewed the request for No Stopping Zones and recommends their establishment. The City Council has the authority to locate, establish, or eliminate No Stopping Zones within the City.

The No Stopping Zones recommended to be established is described as follows:

1. 1430 Jason Way, beginning at the easterly edge of the western driveway continuing east for a length of 20 linear feet.

2. 1430 Jason Way, beginning at the easterly edge of the eastern driveway continuing east for a length of 20 linear feet.

Alternative(s)
The alternative to the recommended action would be to not approve the establishment of the No Stopping Zones.

Fiscal Considerations
Establishing the No Stopping Zone will require labor and materials to paint the curb red.

The painted curb will need to be maintained in the future as the paint fades. Staff estimates it will cost the City $300 to install the red curb.

Impact to the Community
Approximately two parking spaces ( one per segment of red curb) will be removed to prevent vehicles from conflicting with large vehicles entering and exiting the facility located at 1430 Jason Way.
