COUNCIL AGENDA REPORT

TO: Mayor and City Council

FROM: Brett Fulgoni, Director of Public Works

DATE: May 6, 2025

SUBJECT: Adoption of a Resolution Approving a Lot Line Adjustment at Santa Maria Police Department

Description:

The City Council will consider approving recordation of a Lot Line Adjustment between lots 117-330-099 and 117-990-020.

Environmental Notice: The activity is not a “Project” as defined under Section 15378 of the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15060(c)(3) no environmental review is required.

RECOMMENDATION:

Adopt a Resolution approving the recordation of a Lot Line Adjustment between lots 117- 330-099 and 117-990-020.

BACKGROUND:

The City of Santa Maria owns lot 117 -330-099, which encompasses the Santa Maria Police Department and the adjacent parking lots. Palmetto Group, LLC owns lot 117-990- 020. In order to process a Lot Line Adjustment, both property owners must agree to move property lines that impact each property. As part of a negotiated agreement, the City and Palmetto Group, LLC have agreed to this Lot Line Adjustment as part of the Agreement of Purchase and Sale dated December 1, 2024.

DISCUSSION:

Palmetto Group, LLC has submitted legal description and exhibit showing the proposed Lot Line Adjustment, prepared by Fargen Surveys, Inc. These documents have been reviewed by the City Surveyor and found to be technically accurate. Additionally, Palmetto Group, LLC has applied for the Lot Line Adjustment through the Community Development Department; the application has been completed and approved by the Department. In order to effectuate the Lot Line Adjustment, the City Council must approve the recordation.

2 Alternative(s)
The City Council may elect not to approve the recordation of the Lot Line Adjustment.

This may create issues for the Santa Maria Police Department as the proposed Lot Line Adjustment would allow the Department to have adequate space f or parking of police vehicles in anticipation of planned growth to accommodate the proposed annexation of land east of US-101.

Fiscal Considerations
No additional costs will be assumed by the City to record this document. Performing this Lot Line Adjustment now will mitigate a future necessary expansion of the Santa Maria Police Department parking lot, which would otherwise require the purchase of additional land from Palmetto Group, LLC.

Impact to the Community
This expanded parking lot will allow the Police Department to continue to grow to meet the City’s needs as additional land is annexed and the City’s population increases.
