RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MARIA,
CALIFORNIA, APPROVING A NEW COST RECOVERY STRUCTURE FOR
RECREATION AND PARKS PROGRAMS AND SERVICES BASED
ON THE 2025 COST-OF-SERVICE STUDY PREPARED BY REVENUE & COST SPECIALIST.
WHEREAS, the City of Santa Maria Recreation and Parks Department contracted with Revenue & Cost Specialists (RCS) to conduct a Cost -of-Service Study to analyze the direct and indirect costs of providing recreation and parks services; and
WHEREAS, the Cost-of-Service Study (Study) was completed and reviewed by staff and approved by the Recreation and Parks Commission on February 25, 2025; and
WHEREAS, the Study recommends a revised pricing structure that reflects actual service costs, aligns with cost recovery goals, and promotes financial sustainability while maintaining equitable access to recreation programs and services for community members; and
WHEREAS, the implementation of the recommended cost recovery methodology contained in the Study provides a clear and data -driven foundation for evaluating and setting future programs and service fees, as well as rental rates into the future; and
NOW, THEREFORE, IT IS HEREBY RESOLVED by the City Council of the City of Santa Maria, California, as follows:
SECTION 1. The City Council hereby adopts the 2025 Recreation and Parks Cost of Service Study and authorizes the implementation of the recommended fee structure for recreation and parks programs/services.
