SUBJECT: Appointment of Deputy City Treasurer, Rebecca Campbell
Description:
The City Council will consider accepting the appointment of Rebecca Campbell as Deputy City Treasurer as of May 7, 2025.
Environmental Notice: The activity is not a “Project” as defined under Section 15378 of the California Environmental Quality Act S tate Guidelines; therefore, pursuant to State Guidelines Section 15060(c)(3) no environmental review is required.
RECOMMENDATION:
Accept, by motion, the appointment of Rebecca Campbell as Deputy City Treasurer as of May 7, 2025, to act as City Treasurer when the City Treasurer Teressa Hall is unavailable.
Furthermore, any previous Deputy City Treasurer appointments are to be revoked.
BACKGROUND:
According to the Municipal Code, Section 2 -6.02, the City Treasurer shall appoint deputies for whose acts he/she shall be responsible. Such deputies shall hold office at the pleasure of the City Treasurer. The City Treasurer shall advise the City Council of the naming of the deputies, and the City Council shall take note of the same by Motion.
DISCUSSION:
Due to the appointment of Rebecca Campbell as the Finance Director, and after evaluating potential replacements, City Treasurer Teressa Hall has chosen Rebecca Campbell to replace the current appointee. With this appointment, any prior appointments are hereby revoked effective May 7, 2025.
The appointment of the position of Finance Director as Deputy City Treasurer has been previously reviewed with the City’s outside auditing firm and they expressed no objection and therefore, does not need to be reviewed at this time. Should the City Treasurer be unable/unavailable to fulfill the duties under Municipal Code, Section 2 -6.01, the Deputy City Treasurer shall perform said duties, which include the payment of warrants and preparing a monthly treasurer’s report.

If the City Council chooses not to accept the choice, the City Treasurer can re -evaluate and return to the City Council with a new appointment.

The appointment of a Deputy Treasurer has no fiscal impact.
