COUNCIL AGENDA REPORT
TO: Mayor and City Council
FROM: Brett Fulgoni, Director of Public Works
DATE: June 3, 2025
SUBJECT: Adoption of a Resolution Establishing a Large Vehicle Parking Restriction on Inger Drive
Description:
The City Council will consider approving the establishment of a large vehicle parking restriction on Inger Drive to improve safety for drivers.
Environmental Notice: The activity is not a “Project” as defined under Section 15378 of the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15060(c)(3) no environmental review is required.
RECOMMENDATION:
Adopt a Resolution establishing a large vehicle parking restriction on Inger Drive, between South Broadway and McClelland Street.
BACKGROUND:
City staff received an internal request from the Police Department regarding the installation of height-restricted parking zones along both the north and south sides of the 100 block of Inger Drive. During a site visit, the Santa Maria Police Department observed that business owners on the south side of Inger Drive expressed concerns about reduced visibility caused by semi -trucks parking along the roadway, creating line -of-sight issues and impacting driver safety. These vehicles are not currently precluded from parking in this area under Santa Maria Municipal Code section 7-5.18, which restricts large vehicles from parking in residential districts. “Residential districts” are defined as properties zoned RA, R-1, RSL-1, R-2, R-3, or RMH, or in residential use as defined by Section 12 -2.123 of the Santa Maria Municipal Code.
DISCUSSION:
Per Section 22507 (a) of the California Vehicle Code, “Local authorities may, by ordinance or resolution, prohibit or restrict the stopping, parking, or standing of vehicles, including, but not limited to, vehicles that are six feet or more in height (including any load thereon) within 100 feet of any intersection, on certain streets or highways, or portions thereof, during all or certain hours of the day.”
2 The large vehicle parking restricted zone recommended to be established is described as follows:
1. Inger Drive, along the northerly right-of-way, beginning at the curb return of the northeast curb ramp of the intersecti on of South Broadway and Inger Drive, and extending east for a total distance of 399 feet.
2. Inger Drive, along the southerly right-of-way, beginning at the curb return of the southeast curb ramp of the intersection of South Broadway and Inger Drive, and extending east for a total distance of 546 feet.
The Traffic Committee has reviewed the request and recommends establishing these restrictions to improve the quality of life for the business owners and residents utilizing the 100 block of Inger Drive.
Alternative(s)
Do not establish a large vehicle parking restriction on Inger Drive and continue to permit large vehicle parking.
Fiscal Considerations
Establishing the height-restricted parking zone will require labor and materials to mount signs. The pos ts and signs will need long -term maintenance as the signs fade or are affected by vehicular collisions or vandalism. Staff estimates it will cost the City approximately $2,500 to install the signs.
Impact to the Community
The large vehicle parking restric tion will increase on -street parking availability for passenger vehicles. Large vehicles will be required to park elsewhere, which may create or exacerbate issues on other roadways within the City of Santa Maria.
