COUNCIL AGENDA REPORT
TO: Mayor and City Council
FROM: Alex Posada, Director of Recreation & Parks
DATE: June 3, 2025
SUBJECT: Adoption of a Resolution to name a City Park in honor of James “Jim” Glines.
Description:
The City Council will consider approving and naming a City facility in honor of James “Jim” Glines.
RECOMMENDATION:
Adopt a Resolution approving the addition of the name James “Jim” Glines to the resource list from which names are selected for naming City facilities and selecting an available park from the resource list for naming.
BACKGROUND:
From time to time, the Recreation and Parks Commission receives requests to name City parks in honor of individuals. To provide for the consistent handling of such requests, the City Manager’s Office reviewed and established a naming procedure. A review process was used in the screening of the request to add James Glines to the resource list from which to name City facilities. After review by the City Manager’s Office and the Recreation and Parks Commission, it was determined that James Glines met the criteria to be added to the resource list. The Recreation and Parks Commission also heard testimony from several residents requesting that a park be named in honor of James Glines at their April 8, 2025, meeting.
DISCUSSION:
During his early childhood, James “Jim” Glines’ family relocated to the Santa Maria area, where Jim attended St. Mary's School in Santa Maria, then went on to Santa Maria High School, and ultimately graduated from Cal Poly, San Luis Obispo in 1965 with a degree in farm management.
Jim went to work for the Bank of Santa Maria in 1983 , where he met Bill Hares, then President of the bank. After the bank was sold to Mid-State Bank, Jim and Bill decided to open their own bank. The two founded Community Bank of Santa Maria, which opened its doors in 2001.
2 Jim was a fixture at the annual Santa Maria Elks’ Rodeo held each June and was instrumental in helping form the Allan Hancock College Rodeo Team. Jim was well known for his barbecue skills and spent many weekends cooking for non-profit causes to help them raise money.
Jim has been described by many as a caring, compassionate, and generous community leader. He is known for his Santa Maria way of doing business, with a handshake as commitment.
Staff recommends that the City Council select a park to name for “James “Jim” Glines” from the Available Facility Naming List (Attachment B).
Alternatives:
The alternative would be to not name the park at this time and defer the decision to a future date or wait for another naming opportunity to be added to the resource list.
Fiscal Considerations
New signage for the park would be paid for from the Recreation and Parks Department's operating budget, and any special recognition items would be solicited from the community.
Impact to the Community:
This recommendation, if approved, will posthumously recognize James “Jim” Glines for his community service now an d into the future. The Recreation and Parks Department and Commission will work with the Glines family and the City Council to hold a dedication ceremony later this year.
