COUNCIL AGENDA REPORT
TO: Mayor and City Council
FROM: Brett Fulgoni, Director of Public Works
DATE: June 17, 2025
SUBJECT: Adoption of a Resolution Establishing a No Stopping Zone on Centerpointe Parkway
Description:
The City Council will consider approving the establishment of a No Stopping Zone on Centerpointe Parkway, in front of 2125 Centerpointe Parkway, to improve visibility for vehicles exiting the parking lot.
Environmental Notice: The activity is not a “Project” as defined under S ection 15378 of the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15060(c)(3) no environmental review is required.
RECOMMENDATION:
Adopt a Resolution establishing a No Stopping Zone on Centerpointe Parkway.
BACKGROUND:
Santa Barbara County has requested the establishment of a No Stopping Zone on Centerpointe Parkway in front of the County Government Center. Vehicles are currently parking near the driveway entrance, obstructing visibility for drivers exiting the lot.
To address this concern, the County has requested red curb installation near the driveway to restrict stopping and parking, thereby ensuring a clear line of sight for exiting vehicles.
DISCUSSION:
Per City Council Resolution No. 2061 and CAM 63 -15, a Traffic Committee was formed to “be responsible for the review, approval or denial, and recommendations to City Council on all matters and requests relating to traffic circulation and safety within the public right-of-way”. The Traffic Committee has reviewed the request for the No Stopping Zone and recommends its establishment. The City Council has the authority to locate, establish, or eliminate No Stopping Zones within the City.
The recommended No Stopping Zone is described as follows:
2125 Centerpointe Parkway: Beginning at the northern curb return of the northeastern driveway, continuing east for a length of 20 linear feet. 2 Alternative(s)
The alternative to the recommended action would be to not approve the establishment of the No Stopping Zone.
Fiscal Considerations
Installation of the No Stopping Zone will require labor and materials to paint the curb red.
Periodic maintenance will be n eeded as the paint fades over time. Staff estimates the initial installation cost to be approximately $300.
Impact to the Community
Approximately one parking space will be removed to improve visibility between vehicles exiting the County parking lot and vehicles traveling along Centerpointe Parkway.
