A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA MARIA, CALIFORNIA,
AWARDING A BID TO SOUTH VALLEY COMPANIES, INC.,
AND APPROVING AN AGREEMENT FOR THE CONSTRUCTION OF WELL 15
DRILLING PROJECT,
BID NO. 2025-03, IN THE AMOUNT OF $2,382,450
WHEREAS, the City of Santa Maria formally advertised Well 15 Drilling Project, Bid No. 2025-03 (“Project”); and
WHEREAS, the Notice Inviting Bids was published and posted in compliance with applicable sections of the Public Contract Code; and
WHEREAS, the bid was issued and advertised through the City’s e -Procurement Portal, PlanetBids, and publicly opened at 2:00 p.m. on June 23, 2025; and
WHEREAS, South Valley Companies, Inc. , was determined to be the lowest responsive, responsible bidder who included all required documentation, bid bonds, and signatures; and
WHEREAS, an Environmental Review for this project was completed through the preparation of an Initial Study/Mitigated Negative Declaration for the City of Santa Maria Well 15 Drilling Special Project (SCH# 2024061097) pursuant to the California Environmental Quality Act State Guidelines.
NOW, THEREFORE, IT IS HEREBY RESOLVED by the City Council of the City of Santa Maria, California, as follows:
SECTION 1. The City Manager is hereby authorized and directed to execute, for and on behalf of the City of Santa Maria, an agreement with South Valley Companies, Inc., for the Well 15 Drilling Project, Bid No. 2025-03, for the award amount of $2,382,450; and
SECTION 2. The award of the bid is conditional upon execution of the Agreement by the successful bidder in the form and terms set forth therein by the City; and
SECTION 3. The City Manager, or designee, is hereby authorized and directed to designate Fund 002 and 027 for the approved project in the amount of $2,958,940; and
SECTION 4 . The City Manager, or designee, is hereby authorized to approve Contract Change Orders so long as expenditures do not exceed funding approved for the project; and
SECTION 5. The Chief Deputy City Clerk is hereby authorized to make minor changes herein to address clerical errors, so long as substantial conformance of the intent 2 of this document is maintained. In doing so, the Chief Deputy City Clerk shall consult with the City Manager and City Attorney concerning any changes deemed necessary.
