RECOMMENDATION:
City Council to appoint two councilmembers to the newly established City Council Budget Ad Hoc Committee.
BACKGROUND:
At the June 3, 2025, City Council meeting, during the Fiscal Year (FY) 2025 -26 budget update it was proposed to return to the City Council with a Resolution appointing a budget ad hoc committee of the Council to participate in a budget rebalancing initiative. The City Council adopted an amended FY 2025 -26 budget that used $26.1 million of short -term funding sources (budget reserve funds) to balance the budget. The “Rebalancing Initiative Plan” outlined several next steps which included the creation of a bud get ad hoc committee to participate in the review of the budget along the way.
At the June 17, 2025, City Council meeting, City Council adopted Resolution 2025 -104, establishing a Budget Ad Hoc Committee and to appoint two members of the city council to p articipate in the committee. Meetings will be scheduled around participants ’ work schedules to ensure participation.
Advisory committees that are composed solely of less than a quorum of the legislative body, and which do not have continuing subject matter jurisdiction, or a meeting schedule fixed by formal action, are not considered legislative bodies under the Brown Act.
Therefore, such Ad Hoc Committees are not subject to the Brown Act’s open meeting requirements.
2 Alternative(s)
City Council could dec ide to withhold their appointments to the Ad Hoc Committee and consider appointing at a later date.
Impact to the Community
Having members serve on the City Council Budget Ad Hoc Committee provides a positive impact to the community, enabling the city to obtain input from all segments of the community and ensures that the community receives information regarding the activities of the City’s Boards, Committees, and Commissions.
