A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA MARIA, CALIFORNIA
APPROVING AN AGREEMENT WITH GRIFFIN STRUCTURES, INC.
TO COMPLETE A SPACE NEEDS ASSESSMENT AND PROVIDE FACILITY
PLANNING SERVICES FOR THE UTILITIES DEPARTMENT CONSOLIDATION
WHEREAS, the Utilities Department is currently split between two primary locations: the Utilities Administration Office at the Santa Maria Regional Landfill (SMRL) at 2065 East Main Street and the Wastewater Treatment Plant (WWTP) at 601 South Black Road; and
WHEREAS, consolidating the Department into a centralized location will improve operational efficiency, enhance service delivery, and support future growth; and
WHEREAS, space needs assessment and facility planning is the necessary first step in the planning and design process for consolidation, but cannot be efficiently completed by City staff; and
WHEREAS, on April 17, 2025, the Utilities Department released a Request for Proposals (RFP) to solicit qualified firms to perform space needs assessment and facility planning services; and
WHEREAS, following an evaluation and interview process, a selection committee ranked the proposal from Griffin Structures, Inc. highest based on expertise, experience, and project approach; and
WHEREAS, the Utilities Department negotiated the terms of the agreement with Griffin Structures, Inc. to perform the work.
NOW, THEREFORE, IT I S HEREBY RESOLVED by the City Council of the City of Santa Maria, California, as follows:
SECTION 1. Approve an agreement with Griffin Structures, Inc., incorporated herein by reference, and a uthorize the City Manager , or designee , to execute the agreement;
SECTION 2. Authorize the City Manager, or designee, to enter into extensions and modifications consistent with the terms of the agreement, or to cancel the agreement, as determined to be in the best interest of the City of Santa Maria; and SECTION 3. Authorize the Chief Deputy City Clerk to make minor changes herein to address clerical errors, so long as substantial conformance of the intent of this document is maintained. In doing so, the Chief Deputy City Clerk shall consult wi th the City Manager and City Attorney concerning any changes deemed necessary.
